Boston Zoning Commission July 15 agenda: Codman Square and L Street Station
The Boston Zoning Commission will hold a virtual public hearing on July 15, 2026, from 9:00 a.m. to 11:00 a.m. The meeting is set up for residents to review the posted materials and weigh in before any final city decisions.
What the agenda covers
According to BostonPlansโ posted agenda, the Commission will consider two public-hearing items:
- 9:00 a.m.: Map Amendment Application No. 800 for the Codman Square Burial Ground in Dorchester.
- 9:05 a.m.: A First Amendment to the master plan for Planned Development Area (PDA) No. 128 for the L Street Station Redevelopment in South Boston, including a Phase 2 development plan.
Item 1 (Dorchester): Codman Square Burial Ground map amendment
The first public hearing item is Map Amendment Application No. 800 for the Codman Square Burial Ground (Map 5D, Dorchester Neighborhood District).
As described in the posted agenda, the proposed amendment would rezone a portion of the Codman Square Burial Ground from an Open Space-Cemetery (OS-CM) subdistrict to an Open Space-Recreation (OS-R) subdistrict.
Item 2 (South Boston): L Street Station PDA first amendment + Phase 2 plan
The second item is a First Amendment to the master plan for PDA No. 128, identified as the L Street Station Redevelopment at 776 Summer Street in South Bostonโalong with the Development Plan for Phase 2 within that PDA.
In the agenda description, the proposed first amendment would:
- Modify the permitted uses of certain project components
- Revise the maximum Gross Floor Area and Building Height of certain project components
- Clarify affordable housing commitments
- Clarify timing of delivery of certain benefits
The Phase 2 development plan, as set out in the agenda, calls for the construction of four (4) new buildings and the rehabilitation of an existing turbine building, along with related parking, infrastructure, and structures.
The agenda also specifies a maximum size for Phase 2: up to 1,025,500 square feet of Gross Floor Area, not including Gross Floor Area allocated to at-or-above grade parking. For that parking portion, the agenda states it would not exceed 50,000 square feet.

BostonPlans instructs residents to register for the Zoom meeting and to verbally offer public comment during the hearing.

What to watch next after July 15
A public hearing is the โconsiderationโ stepโnot the end of the process. BostonPlans notes that after the Commission adopts a zoning amendment, it is sent to the Mayor for approval and then is codified in the Zoning Code. After the hearing, residents may want to follow any follow-up steps connected to the Commissionโs vote and subsequent city actions.
