Maplewood riders using e-bikes for commuting, errands, or getting to school have a new compliance timeline this summer. The New Jersey Motor Vehicle Commission (NJ MVC) issued information about the new e-bike rules on June 23, 2026, and NJ MVC says it will begin issuing licenses and registrations starting June 26, 2026. Maplewood also notes that the first e-bike registration appointments are Friday, June 26, 2026.
Here’s what Maplewood residents need to know to book the right appointment and bring the right documents—without assuming the township or Maplewood police are handling licensing.
What NJ MVC means by “e-bike”
NJ MVC uses “e-bike” to cover two categories: low-speed electric bicycles and motorized bicycles. The classification matters because NJ MVC ties different requirements to each category—especially around insurance.
Who can ride (and the helmet rule)
Under NJ MVC guidance summarized by Maplewood, riders must be at least 15 years old and have either an e-bike license or a valid driver’s license. Maplewood also states the helmet is mandatory for all e-bike riders.
Registration is required for e-bikes (and insurance depends on the category)
Maplewood and NJ MVC both say all e-bikes in New Jersey must be registered with NJ MVC, including low-speed electric bicycles. Insurance requirements differ by category: only motorized bicycles are required to have insurance coverage, while low-speed electric bicycles do not require insurance (but still must be registered).
How e-bike registration works at an NJ MVC Vehicle Center
According to Maplewood and NJ MVC, registration centers on an E-BIKE: INITIAL REGISTRATION appointment and completing the required ownership/registration form.
- Book your appointment starting June 26, 2026 (Maplewood points riders to scheduling online).
- Complete the NJ MVC registration form: BA-49EB (Low Speed Electric Bicycle and Motorized Bicycle Ownership and Registration Form).
- Bring proof for the appointment, including proof of identity and proof of ownership (examples listed by Maplewood include a Manufacturer’s Certificate of Origin, purchase receipt, notarized bill of sale, or an affidavit).
- If your e-bike is a motorized bicycle, bring proof of liability insurance.
- If the rider is under 18 and a parent/guardian will not be accompanying them at the appointment, bring the required parent consent form.
If you don’t have a New Jersey driver’s license yet
Maplewood says riders who are at least 15 years old but do not already possess a New Jersey driver’s license can schedule an initial permit appointment at NJ MVC Licensing Centers. The process described by Maplewood includes a multi-step path: obtaining a permit, passing a knowledge test, practicing e-bike operation, and passing a road test before receiving a license to legally ride.
Maplewood also notes that if you already have a valid New Jersey driver’s license (age 17 and up), you do not need a separate e-bike license to ride.
