Middletown Common Council Hearing on Zoning Change for Outdoor Vehicle Storage in I-2
Residents in Middletown were invited to weigh in on a zoning proposal during a Common Council public hearing on Tuesday, July 7, 2026, at 7:30 p.m., held in the Common Council Chambers at City Hall, 16 James Street. The agenda item considers an amendment to Section 475-25(B) to permit outdoor vehicle storage facilities in the I-2 Heavy Industry Zoning District, subject to Special Use Permit and Site Plan Approval requirements.
The notice also says the full text of the proposed amendment is available on the City website and may be inspected in the Office of the City Clerk during regular business hours.
What the proposal would change
Under the Cityโs current I-2 zoning framework, โPermitted and accessory usesโ are listed as none. Instead, the codeโs Subsection B describes certain uses that require both a special use permit and site plan approval by the Planning Board.
So if the Common Council adopts the text change under Section 475-25(B), outdoor vehicle storage would be added as a use thatโat a specific siteโwould still need to clear the same two-step Planning Board approval pathway.
What residents should focus on in the Planning Board review
Even though this was a zoning-text hearing, the practical neighbor impacts tend to show up later when a project comes forward for site plan and special use permit review. Middletownโs code lays out resident-facing standards Planning Board members are expected to consider, including:
- Traffic access: whether proposed accessways are adequate in width, grade, alignment, and visibility.
- Circulation, loading, and parking: off-street arrangements designed to avoid conflicts on surrounding streets.
- Landscaping and screening year-round: parking and service areas should be reasonably screened โduring all seasonsโ from adjacent residential lots and streets.
- Tree preservation expectations: existing trees over 12 inches in diameter, measured four feet above the ground, should be preserved โto the maximum extent possible.โ
For uses located in (or directly adjacent to) residential districts, the code also directs review of how the location, size, character, site layout, and relation to access streets affect pedestrian and vehicular movementโaiming to avoid making traffic โhazardous or inconvenient.โ It also calls out how walls, fences, and landscaping relate to adjacent properties.
Conditions and enforcement: the question behind the zoning text
One reason this zoning change matters is that special-use approvals can include conditions or restrictions. Middletownโs code states that after a special use permit is granted with conditions, the Department of Public Works must ensure no permit issue occurs without assurance that the conditions and/or restrictions have been met or implemented.
That leads to the most practical resident question if a storage project is later proposed: how will the City confirm that barriers, landscaping, and other required site features are actually built and maintained before operations startโand how will compliance be handled afterward?
What to watch next if the zoning amendment moves forward
A zoning text change does not automatically approve a specific outdoor vehicle storage operation. Under the Cityโs existing I-2 structure, any particular project would still need Planning Board special use permit and Planning Board site plan approval.
And if a site plan is approved, the code includes a timing concept for follow-through: unless work is commenced and diligently prosecuted within six months and completed within two years of site plan approval, the site plan can become null and void.
