Pasadena adopts SB 79 delay for historic, lower-density transit sites
Pasadena adopted a June 22 ordinance to delay parts of SB 79 near A Line stations, with extra limits for historic and lower-density TOD sites.
Pasadena adopted a delayed-effectuation ordinance on June 22 to slow parts of SB 79 near Metro A Line stations, ahead of the law’s July 1 statewide effective date. The move was not a citywide ban. It was a local tool meant to delay the new transit-housing rules on certain eligible sites while the city keeps working on longer-term implementation.
State housing officials say SB 79 takes effect July 1, 2026, and applies to qualifying transit-oriented housing developments in urban transit counties. Pasadena acted before that date, which matters because once the law was active, qualifying projects could move forward under the state framework unless a local ordinance or alternative plan applied.
According to Pasadena’s agenda materials, the delay covers eligible sites and sites with locally designated historic resources. The city’s June 8 report also said the ordinance would delay SB 79 in all six TOD zones within a half-mile of Metro A Line stations for locally designated historic resources, and in the Memorial Park, Del Mar, and Lake TOD zones for certain state-registered historic resources, RS and RM-zoned sites, and specific-plan areas at 48 dwelling units per acre or less.
That makes the practical question for residents parcel-specific: whether a property is in one of the covered station areas, whether it has historic status, and whether it falls into one of the lower-density zones the city singled out.
For homeowners, renters, developers, and nearby business owners, the main impact is timing and certainty. Pasadena did not reject transit housing near the A Line. It created a temporary buffer around selected sites while the city decides how to handle the law over the long term.
