Amarillo Council to Hear Proposed Rock Ridge PID on July 28
Amarillo City Council will hear a proposed 254.55-acre Rock Ridge district July 28. Property owners could fund up to $11.8 million in improvements.
The Amarillo City Council is scheduled to hold a public hearing at 3 p.m. Tuesday, July 28, 2026, on a petition to create the proposed Rock Ridge Public Improvement District near North Western Street and Hester Road.
The hearing is not final approval. It gives property owners and other interested parties an opportunity to speak for or against the proposed district and its improvements before the city takes any required later action.
What is being proposed
The proposed district would cover approximately 254.55 acres in Potter County. The city’s public-hearing notice lists North Western Development Company LLC and RRDC Amarillo LP as the applicants.
The petition describes possible neighborhood improvements including landscaping, parkways, screen walls and neighborhood entrances. The estimated total cost listed in the notice is $11,788,539.
The materials do not establish that the improvements are under construction or guaranteed. They describe a proposed district and a requested framework for financing and maintaining improvements that would provide special benefits to properties inside the boundaries.
Who could pay
Under the proposal, properties within the Rock Ridge district—not the City of Amarillo or Potter County—would bear the improvement, maintenance and administrative costs. The notice identifies each lot’s net appraised value as the proposed basis for assessments.
That means property owners inside the proposed district could face additional PID assessments if the district is established and assessments are later levied. The $11.8 million estimate does not show what any individual owner would pay. A per-property or annual amount cannot be calculated from the current notice alone because the final assessment plan and related procedures have not been adopted.
How Amarillo PIDs work
According to the City of Amarillo’s PID overview, public improvement districts are areas where property owners fund improvements or supplemental services that provide special benefits to properties within the district. Depending on the district, assessments may support improvements, maintenance or administrative work and may appear through the property-tax billing process.
The proposed Rock Ridge assessment basis should not be treated as a rule for every PID in Amarillo. Assessment methods and obligations can differ by district, so future buyers and current owners should review the specific boundaries, assessment plan and adopted documents for this proposal.

The hearing is scheduled for 3 p.m. at the Amarillo City Hall Council Chambers, 623 South Johnson Street. Property owners and other interested people may speak about the proposed district or the listed improvements.
Questions that remain undecided include whether the district will be established, what final services and improvements will be included, how assessments will be calculated, when obligations could begin and what later approvals or notices will be required.
Residents considering a home inside or near the proposed tract should confirm whether a property lies within the proposed boundaries and monitor city notices and council records for any action after the July 28 hearing. Nearby properties outside the described 254.55-acre tract are not automatically included.
