Ashland teacher appointed to Kentucky Board of Education for 2026-27 term

Stephanie Phillips, a Family & Consumer Science teacher at Paul Blazer High School, is serving a one-year term as Kentucky’s non-voting teacher member on the Kentucky Board of Education.

Her term began July 1, 2026, and runs through June 30, 2027. The appointment places an Ashland Independent classroom educator in statewide education discussions, but it does not give Phillips a vote on board actions or formal voting representation for Ashland.

A Paul Blazer teacher in a statewide role

The Kentucky Department of Education’s Kentucky Teacher report published July 21 that Phillips is the newest non-voting teacher member of the KBE. The report says she has worked in her current role with Ashland Independent for 14 years.

Phillips teaches Family & Consumer Science at Paul Blazer High School, according to the school’s staff directory. The Kentucky Teacher report says many of her classes fall within the school’s early childhood education pathway and that her work is part of Ashland Independent’s career and technical education program.

In comments published by Kentucky Teacher, Phillips said she is interested in education policy and academic standards. She also said she wants to bring attention to regional career opportunities and challenges facing students after graduation.

What the teacher member can—and cannot—do

The KBE’s official description says the teacher member is expected to review materials for board meetings, attend meetings, participate in discussions and become familiar with education laws, policies and administrative regulations.

The position is explicitly non-voting. Phillips may participate in discussions and offer classroom-level perspective, but she cannot cast a vote on KBE actions. She also cannot independently change policy for Ashland Independent schools.

The role is not an Ashland Independent school board appointment or a formal voting representative position for the city. Any direct effect on Ashland schools will depend on future decisions made by the KBE and other education authorities.

Why the board’s work matters in Ashland

Under Kentucky law, the KBE develops and adopts regulations governing the state’s 171 public school districts and the actions of the Kentucky Department of Education. The board’s listed duties include establishing administrative regulations and academic performance standards for Kentucky school districts.

That statewide authority means the board’s future work can apply to Ashland Independent, even though Phillips’ appointment alone does not change local curriculum, funding, regulations or school operations.

The official KBE meeting calendar lists an Aug. 5-6, 2026 retreat and regular meeting at the Kentucky School for the Blind in Louisville. The calendar identifies the meeting but does not by itself confirm whether Phillips will participate.
