Barnstable Town Council sets August 20 second readings on Centerville easements and Hyannis housing
Barnstable Town Council members are scheduled to consider two development-related proposals at their next meeting: proposed sewer and water easements over certain private roads in Centerville Village and a Housing Development Incentive Program tax-increment exemption agreement for four market-rate rental units in Hyannis.
The meeting is scheduled for Thursday, August 20, 2026, at 6 p.m. The council referred Items 2027-011 and 2027-014 to individual second readings at its July 16 meeting. Neither proposal has been approved.
Centerville easement proposal
Item 2027-011 would authorize the town to take road easements by eminent domain over certain private roads in Centerville Village for sewer and water purposes tied to the Long Pond Area Sewer Expansion Project.
The proposed easements would support the installation, operation, maintenance, repair, relocation and replacement of sewer and water lines and related infrastructure. That could affect residents and private-road owners who may eventually see utility work, access changes or other project activity in the easement areas.
A January 2026 town easement document describes the broader sewer-and-water easement framework as involving existing private ways and says betterments would be assessed for associated improvements. It also says clear easement title was connected to eligibility for state revolving-fund support. That earlier document does not establish the construction schedule, road-closure plan or compensation terms for the August 20 proposal.
The referral also does not mean that property rights have already been taken. The council is being asked to consider the proposed authority at a second reading, and any final action would still need to be reviewed in the context of the specific 2027-011 materials.
Hyannis rental proposal
Item 2027-014 would authorize a Housing Development Incentive Program tax-increment exemption agreement between the Town of Barnstable and 91 Louis LLC.
The proposed agreement concerns the creation of four new market-rate residential rental units at 91 Louis Street in Hyannis. If the development and agreement move forward, the project could add a small amount of rental housing to the local supply.
The available materials do not provide verified 91 Louis Street figures for the exemption amount, duration, projected rents or estimated effect on town property-tax revenue. Those are among the financial terms residents should watch for in the specific agreement and agenda materials considered by the council.
The units are described as market-rate, not affordable housing. Approval of the proposed agreement would not by itself guarantee construction, occupancy or final state certification.
What residents should watch
Centerville residents and private-road owners should watch the August 20 discussion for the proposed easement boundaries, conditions, property-owner notices and any explanation of how the Long Pond project would proceed. The current materials do not establish when construction would begin or how traffic and access would be managed.
In Hyannis, the key questions are the financial terms and duration of the proposed tax exemption, the project’s development status and whether additional town or state approvals are required.
