Billerica Wastewater Plant Roof Replacement Bids Due Aug. 5

Billerica’s solicitation to replace two roofs at its wastewater treatment plant reaches its bid-opening deadline Wednesday, August 5, 2026, at 2 p.m.

The Town of Billerica posted the open-market procurement on July 8 through the Massachusetts COMMBUYS system. The project covers the administration-building and sludge-building roofs at the wastewater treatment plant at 70 Letchworth Ave., Billerica, Massachusetts 01862.

Two wastewater-plant buildings are included

The solicitation was issued through Billerica’s Engineering Division. It describes construction for the “WWTP Administration and Sludge Building Roof Replacement” at the Letchworth Avenue facility.

A nonmandatory prebid conference was scheduled for July 16 at the wastewater treatment plant. Attendance was not required for prospective bidders.

Town authorized $690,000 in 2025

The procurement follows Article 23 in Billerica’s 2025 Annual Fall Town Meeting final warrant. The article authorized a $690,000 transfer and appropriation from wastewater retained earnings to fund replacement of the administration- and sludge-building roofs, including related costs.

The warrant says the funding proposal was made in accordance with an assessment report prepared by Garland Companies in 2024. The $690,000 is an authorized funding amount, not a confirmed final construction price.

Bid stage is confirmed; award details are not
