Camarillo US 101 Lane Plan, Bus Replacements Are Not Imminent

Camarillo appears in two current transportation-program records: an adopted state plan for a northbound US 101 improvement and a draft regional proposal to replace 16 Camarillo Area Transit vehicles. Neither record establishes that construction or new bus deliveries are imminent.

What the state transportation plan includes

The California Transportation Commission adopted the 2026 State Transportation Improvement Program on March 19, 2026. The program includes $108.023 million in Ventura County Regional Transportation Improvement Program funding for Phase 1 of a northbound US 101 HOV and Express Bus Lane project.

Camarillo is the southern endpoint of the listed Phase 1 segment. The project would run north from Flynn Road in Camarillo to Johnson Drive in Ventura. The Ventura County Transportation Commission identifies the work as a 10-mile corridor improvement and describes its role in coordinating regional transportation planning and funding.

The state program places the prominent funding entry in fiscal year 2028-29. That is a programming year, not a confirmed construction start date. A transportation-program entry indicates when funding is planned within the broader capital schedule; it does not mean lane work will begin automatically when that fiscal year arrives.

Several project steps remain

Regional transportation documents identify additional work that must occur before residents should expect construction activity. The project remains subject to environmental clearance, design, right-of-way work and later construction authorization.

That sequencing matters for commuters and nearby property owners. Until those development stages are completed and construction is formally authorized, the records do not establish a traffic-control schedule, lane closures, a construction timetable or specific travel-time benefits.

What the transit plan says about Camarillo buses

A separate entry in the Southern California Association of Governments’ Draft 2027 Federal Transportation Improvement Program lists replacement of 16 total Camarillo Area Transit vehicles. The draft identifies a project cost of $1.75 million and revises the listed completion year from 2024 to 2029.

That entry should be read as a planning and programming item rather than an immediate purchase announcement. The document does not establish that the vehicles have been ordered, delivered or placed into service. It also does not announce a change to routes, fares, service frequency or eligibility for Camarillo transit riders.

SCAG released the Draft 2027 Federal Transportation Improvement Program on July 2, 2026, for a 30-day public review and comment period. Because the vehicle entry is in a draft regional program, its status remains different from a completed procurement or delivery notice.

What Camarillo residents should watch next

For the highway project, the most meaningful next milestones will be environmental-review updates, design progress, right-of-way activity and future construction approvals. For transit, residents should look for later procurement notices, vehicle purchase actions and updates from the agencies responsible for Camarillo Area Transit.

The current records show real transportation planning and funding commitments tied to Camarillo. They do not show an immediate start to US 101 lane construction or an immediate replacement of Camarillo Area Transit’s vehicles.
