CapMetro strike risk grows: authorization follows training, pay disputes
A strike is now on the table for CapMetro’s bus workforce after union members voted in late June to authorize a strike, KUT reports. Workers say disputes over training and pay/compensation are connected to day-to-day service issues riders notice—like late buses, missing trips, high turnover, and vehicles breaking down—while fixed-route bus service is the part public-media reporting flags as most vulnerable.
Public-media reporting from KUT & KUTX Studios says nearly all CapMetro’s fixed-route bus service could shut down if workers strike. But authorization is not the same thing as an immediate walkout, and KUT reports some transit services could be unaffected even if fixed-route service is disrupted.
What workers say they’re fighting about
KUT reports that bus drivers and mechanics represented by Amalgamated Transit Union (ATU) Local 1091 voted 99.5% in late June to authorize a strike. ATU represents about 1,400 CapMetro drivers and mechanics.
Workers’ complaints focus on two categories:
- Training gaps. KUT reports union members link training issues to service quality, citing problems such as late buses, missing trips, high turnover, and vehicles breaking down along their routes. KUT also reports a union claim that a maintenance technician has not received a full training module on CapMetro’s electric buses, and that only a small share of technicians at one shop regularly work on electric vehicles.
- Pay and compensation disputes. KUT reports that, during negotiations, Keolis offered a 12% raise over three years while the union was asking for 14%. KUT also reports Keolis offered a $1,000 bonus if workers ratify a contract, split into two installments. KUT reports union negotiators had not endorsed the proposal package.
Authorization isn’t an automatic strike
Even after a strike-authorization vote, negotiations can still continue. KUT reports labor negotiations were ongoing after the late-June authorization and that negotiators were expected to return to the bargaining table Tuesday.
For riders, that’s the key takeaway: strike authorization is a formal step toward a possible walkout, but it doesn’t guarantee a strike date, timing, or service stoppage details.
What could be disrupted for Austin riders
KUT reports a walkout would shut down virtually all public bus service citywide. Austin Signal similarly reports that nearly all fixed-route bus service could shut down if workers strike.
But KUT also reports a strike by Keolis workers would not affect:
- CapMetro Access (service for people with disabilities)
- Pickup (the on-demand shuttle, run by MTM Transit)
- The Red Line commuter train (operated by Herzog)
KUT also reports CapMetro did not say what contingency procedures it had in place or whether it was taking steps to warn customers if fixed-route service could be disrupted.
What happens next in Austin: bargaining and CapMetro board meetings
The next practical place to watch for updates is CapMetro governance. CapMetro’s board meeting page and its Legistar calendar list a July public board meeting with opportunities for public comment.

On CapMetro’s board-meetings page, the agency says the public may speak in person or remotely during the Public Comment portion at the beginning of the meeting. Remote speakers must contact CapMetro at least 2 hours prior to the start of the first meeting on any meeting day. CapMetro also says public comment is generally the first item on the agenda and speakers get 3 minutes (or 5 minutes if discussing more than one agenda item/topic).
Practical takeaway for riders
If you rely on CapMetro buses, don’t wait for a last-minute announcement. Strike authorization raises the risk level, and fixed-route service is what multiple reports flagged as most exposed. Your best checkpoints are the ongoing negotiations and upcoming CapMetro board meetings—where the public can register to comment.
