County funds $3 million to plan Vista detention replacement
San Diego County set aside $3 million to plan a replacement for Vista Detention Facility after a June 16 forum in Encinitas and a new timeline.
San Diego County is moving forward with planning for a replacement or major modernization of the Vista Detention Facility, the oldest jail in the county system and the sole booking site for North County.
The most recent public forum was held June 16 at the Encinitas Community Center. County officials used the meeting to explain why they say the facility has outlived its useful life and to gather public input on what a new North County detention and reentry facility could include.
Why the county says Vista needs replacement
The sheriff’s office says the Vista facility was built in phases starting in 1972 and later expanded in 1978 and 1988. It serves communities across North County, including Vista, Oceanside, Carlsbad, Encinitas, San Marcos, Escondido and nearby unincorporated areas.
Officials say the building’s infrastructure is obsolete, programming space is limited, and it is difficult to retrofit the site for modern medical, mental health and reentry needs.
What the budget covers
The county’s infrastructure budget includes $3 million for Vista Detention Facility planning. The budget says that money begins planning, environmental review and design for a new facility to meet long-term operational needs.
What happens next
The sheriff’s project page lists fall 2026 for completion of the master plan and cost estimate update. It then outlines environmental site assessments in FY 2026-27, design development and contractor selection in FY 2027-28, and a proposed construction start in FY 2028-29.
For Vista and the rest of North County, the issue is less about a near-term construction project than about what kind of jail and reentry facility the county wants to build, and how much it will cost to replace an aging system.
