FDOT’s 2027-31 program lists new work on routes used by Fruit Cove commuters

Fruit Cove residents and commuters have several St. Johns County road projects to watch in the Florida Department of Transportation’s 2027-2031 work program. The plan lists resurfacing on SR 13 and SR 16, a multi-phase intersection project at Race Track Road and U.S. 1, and planning work for CR 210.

Fruit Cove is an unincorporated community and census-designated place in St. Johns County. The projects discussed here are not all physically located in Fruit Cove. Their relevance is that the named routes serve or connect to the broader transportation network used by residents, schools, workers and businesses.

Four route entries stand out

FDOT’s St. Johns County project report is dated April 1, 2026 and covers the fiscal years from July 1, 2026, through June 30, 2031. The report is labeled “subject to change.” FDOT’s District Two program page says the broader tentative work program was adopted by the state transportation secretary on July 1, 2026.

• SR 13, project 210223-9: Resurfacing from Rafter Tail Lane to Mill Creek, with $7,404,952 programmed for construction. The listed construction funding is $6,324,704 in federal funds and $1,080,248 in state funds.
• SR 16, project 210447-4: Resurfacing from east of CR 2209 to east of Toms Road, with $7,429,888 programmed for construction. The listed construction funding is $6,386,219 in federal funds and $1,043,669 in state funds.
• Race Track Road at SR 5/U.S. 1, project 441220-3: An intersection-improvement program totaling $14,974,751 in the snapshot. It includes construction, environmental, railroad and utilities, and right-of-way phases.
• CR 210, project 456343-4: An add-lanes-and-reconstruct project from I-95 to east of E.W. Pappy Road, with $601,001 listed for project development and environmental work, or PD&E.

SR 13 and SR 16 have construction funding listed

The SR 13 and SR 16 entries are resurfacing projects with construction funding shown in the county report. The records establish that FDOT has programmed the work within the five-year period. They do not, by themselves, establish a current construction start date, traffic-control plan or immediate effect on travel.

The funding totals are programmed transportation dollars, not new taxes charged directly to Fruit Cove residents. Future work-program updates, project pages and letting notices will provide more information about timing and construction activity.

Race Track Road has multiple phases

The Race Track Road entry is different from simple resurfacing. At SR 5/U.S. 1, FDOT lists an intersection improvement with $14,974,751 across several phases in the April 1 snapshot. Construction accounts for most of the listed amount, while the program also includes environmental review, railroad and utilities work, and right-of-way acquisition.

The report shows some phase funding in different fiscal-year columns, so the entry should not be read as one single construction payment or as proof that every phase will occur at once. Because the project is listed at U.S. 1, its Fruit Cove connection is through the wider St. Johns County network. The work-program entry does not guarantee less congestion, shorter travel times or fewer crashes.

CR 210 planning is separate from the county’s completed project

FDOT lists project 456343-4 at the PD&E stage, with $601,001 shown for planning and environmental development rather than construction. The cited snapshot therefore does not show construction funding for this FDOT entry.

Residents should not confuse it with the separate St. Johns County CR 210 widening project reported complete by News4JAX in April 2026. That county project covered improvements along CR 210 from I-95 to U.S. 1, including approximately 0.7 miles widened from two lanes to six lanes between Trinity Way and Beachwalk Boulevard, along with sidewalks, curbing, drainage improvements and a new traffic signal. News4JAX reported county funding of approximately $12.6 million in fiscal year 2025 and approximately $6.1 million in fiscal year 2026. The county project and the FDOT PD&E entry involve different agencies and are not the same development.

How to read the five-year plan

FDOT describes the District Two Five-Year Work Program as a plan for transportation activities including planning, preliminary engineering, right-of-way acquisition, construction and public transportation projects. The agency’s program page says the 2027-2031 program covers July 1, 2026, through June 30, 2031, and was adopted on July 1, 2026.

That adoption date is later than the April 1, 2026 county project snapshot, which remains explicitly labeled “subject to change.” The work program is therefore best read as a planning and funding schedule, not a promise that all listed projects will be built immediately.

For Fruit Cove households, employers and schools, the useful next checkpoints are FDOT letting notices, project-specific updates, revised work-program documents and future traffic-control announcements. Those records will show when programmed work advances from a budget entry to an active project.
