Under FEMAโs current determination, people affected by the July 2026 Texas floods will not receive FEMA Individual Assistance. FEMA told FOX Local on Oct. 26 that the aid would not be provided and said Texas may appeal. The reported deadline is Wednesday, Oct. 28.
The FEMA denial letter to Gov. Greg Abbott was dated Sept. 28, KSAT reported. KSAT gave Oct. 28 as the appeal deadline, 30 days after the letter date. Oct. 28 was two days after FOXโs Oct. 26 report. FEMA said disaster-assistance requests are evaluated under the Stafford Act. FOX reported on Oct. 26 that Abbottโs press secretary said the governorโs office was reviewing the determination and appeal process.
KSAT attributed to Rebuild a count of 433 Kerr County homes destroyed or severely damaged. That is a count of damaged homes, not a count of households that qualify for FEMA Individual Assistance.
Public infrastructure aid is separate from household assistance
Does Public Assistance approval in 19 counties mean homeowners there receive Individual Assistance? No. FOX reported that Public Assistance was approved for emergency work and infrastructure repairs in 19 counties, including Kerr County, which the Texas governorโs office also lists among the counties covered. Public Assistance is separate from aid to individual households, so the 19-county approval is not a count of households receiving FEMA aid.
KSAT reported that flood survivors were urging Abbott to appeal. FOX also reported that state Sen. Roland Gutierrez called for an appeal and that Kerrville officials were disappointed with the decision and hoped an appeal could lead to reconsideration.
