Fort Madison reviews proposals that could expand zoning reach near city limits
Fort Madison began reviewing proposed ordinances that could change how some development in and around the city is evaluated, permitted and connected to city infrastructure.
The Fort Madison Planning and Zoning Commission scheduled a July 28, 2026, review of proposed ordinances on extraterritorial zoning and high-infrastructure-impact developments. The review included discussion of property near 2201 S. Business 61 South.
The proposals were not established as enacted law in the city notice. The available information also does not establish that a specific project has been approved or that the property will be developed.
What the city is reviewing
Fort Madison said it currently does not control zoning in the two-mile area outside its corporate limits under Iowa zoning law. The proposed extraterritorial zoning ordinance concerns how the city might address land-use decisions in relation to that area.
The city also proposed an ordinance concerning high-infrastructure-impact developments. The available notice does not provide the complete ordinance text or define a final set of infrastructure requirements, so the practical effect of that proposal remains to be determined.
The city identified two parcels near 2201 S. Business 61 South as being within Fort Madison’s city limits. Those parcels are subject to the city’s current zoning and permitting rules. The notice also described discussions with property owner Dustin Wolgemuth concerning the address.
That distinction matters for residents and property owners: the notice identifies existing city jurisdiction over the two parcels, while separately describing the city’s current lack of zoning control in the two-mile area outside the limits. It does not say that all development within two miles will automatically become subject to city zoning.
Public comments and next steps
The city provided an online livestream and a feedback form for public comments. Residents and property owners were invited to submit input as the Planning and Zoning Commission considered the proposals.
The commission’s review was expected to precede recommendations to the Fort Madison City Council. The available notice does not establish whether the commission made a recommendation at or after the July 28 meeting, or whether the City Council adopted either proposal.
Fort Madison’s Planning and Zoning Department handles matters including rezoning, subdivisions, annexations and floodplain permits, along with other land-use issues. The department’s existing work provides the administrative context for the city’s review, but does not resolve the status of these proposed ordinances.
The exact language of the proposals, any commission recommendation and any final fiscal or infrastructure effects require review of the meeting record and ordinance drafts. Until that information is available, the proposals should be understood as a city-led review rather than a final change in zoning authority.
