Fremont Central Park Community Center Moves Into Demolition and Foundation Preparation
Demolition and site preparation are underway at Fremont’s future Central Park Community Center, marking the latest construction phase at the site south of the Fremont Main Library.
The City of Fremont says demolition of the existing Teen Center began Wednesday, July 22, after bird-nesting protections and hazardous-material abatement on the roof were completed. The city’s July 24 update said demolition was expected to finish by early the following week.
Work underway south of the library
The construction zone includes the existing Teen Center and parking lot near Central Park. Most of the area has been fenced off, and Zovich & Sons, Inc. is serving as the general contractor.
Crews are removing concrete and asphalt hardscape, grading the site for the future building foundation and preparing a new on-site access road. The city said the layout for the building footings and foundation was complete, but footing excavation and rebar installation were still upcoming activities.
Excavation for the foundation footings was anticipated to begin within the next couple of weeks from the city’s July 24 look-ahead. Rebar installation was anticipated within two to three weeks. On-site potholing and trenching for underground utilities, including plumbing, had already begun and was expected to continue for roughly one to three weeks.
Utility work may affect Paseo Padre Parkway
Underground utility connections in Paseo Padre Parkway for new sanitary sewer and water lines were anticipated to begin approximately two weeks after the city’s July 24 update.
Temporary traffic controls may also be installed along Paseo Padre Parkway and/or Sailway Drive as utility-connection and paving work proceeds. The contractor may use lane closures and pedestrian and bicycle detours as needed.
The city said minor delays can be expected while the work is in progress, generally between about 8:30 a.m. and 4 p.m. Drivers, pedestrians and bicyclists traveling near Central Park and the library should use caution and allow additional time during active construction.
Those closures and detours are temporary construction measures identified by the city, not permanent changes to roadway access.
$51 million project remains scheduled for Spring 2028
The Central Park Community Center project has secured $51 million in funding: $42 million from Fremont and $9 million from the state of California.
The project will replace the existing Teen Center and add flexible community-center spaces, an event hall and related outdoor gathering areas. The city says construction began in April 2026 and is scheduled for completion in Spring 2028. That is a target schedule, not a guaranteed opening date.
For nearby residents and visitors, the immediate changes are the fenced construction area, Teen Center demolition, active grading and utility preparation. The city also says bird-nesting protections, tree protections and monitoring by an archaeologist and Native American tribal consultant will remain part of the project’s environmental safeguards.
Future city updates are expected to provide additional information as footing excavation, rebar installation, Paseo Padre Parkway utility connections and later construction phases move forward.
