Gloucester Releases Draft Housing Compass Plan for Public Review

Gloucester released a draft Housing Compass Plan on July 1, 2026, opening public review of a long-range strategy for housing and community development.

The plan is intended to help guide how the city responds to housing costs, affordability, zoning and development pressures. It is not a final housing ordinance or an adopted set of zoning changes. The release begins a policy discussion in which residents and other members of the community can weigh in before the city takes final action.

What the draft could shape

A housing plan can establish priorities for the city’s future work, including the policies and planning decisions that affect where and how development occurs. In Gloucester, the draft comes as the city continues planning work connected to housing and zoning responsibilities under Massachusetts Chapter 40A, Section 3A.

That state zoning provision is identified in the city’s planning materials as an ongoing responsibility. The city’s Planning Board page says Gloucester is working with RKG Associates on zoning districts related to Section 3A, providing a separate planning and review pathway for housing and zoning issues.

The draft plan could therefore matter to renters, homeowners, developers and neighborhood groups, as well as to residents concerned about the city’s longer-term housing priorities. Public participation gives those groups an opportunity to raise concerns and support specific approaches while the plan remains under review.

How residents can participate

The city’s 2026 planning materials direct residents to public meetings and Planning Board processes involving housing and zoning. Those forums are the known avenues for public discussion of the draft and related planning work.

Because the Housing Compass Plan is still a draft, its release does not by itself change Gloucester’s zoning rules or guarantee a specific number of affordable homes. The city has not presented the document as a final adopted ordinance, and the public-review process must occur before any final policy decision.
