Groveland CSD approves fire-assessment oversight committee after July vote result

The Groveland Community Services District has appointed a Citizen’s Advisory Committee to oversee and provide transparency around its proposed fire-protection assessment after a July 8, 2026, public hearing and weighted-ballot process.

The district’s public materials say the assessment result was determined, but they do not publish the vote totals or state whether the assessment passed. The exact assessment amount and implementation schedule also remain unavailable. The proposal was tied to an estimated $1.59 million fire-service funding gap, with a prior district notice warning that funding could be depleted by June 30, 2028.

What the committee can do

The committee is advisory only. It cannot set policy, direct staff or change the Proposition 218 process. Its work is expected to include reviewing the engineer’s report, evaluating its assumptions and fairness, communicating with property owners and making recommendations to the Groveland CSD Board of Directors.

The committee’s charter calls for seven to 11 members and an operating period of approximately 12 to 24 months, subject to board review. If the assessment is approved, the committee may monitor staffing, equipment, capital improvements and service-level enhancements. If it is not approved, it may recommend changes and future funding strategies.

District resolutions also list an extension of the Tuolumne County fire-engine colocation agreement through June 30, 2027, and an extension of the deadline for a multiyear fire-services agreement to June 2027. The available records do not state the final status of the CAL FIRE contract.
