Hermosa Beach parking fines rise Aug. 1 as city cites budget pressures

Drivers in Hermosa Beach face higher parking costs after the City Council accelerated the final phase of the city’s previously approved three-year parking-rate schedule. The changes took effect Aug. 1, 2026.

Most common parking violations, including expired-meter and time-limit citations, are now $75. Street-sweeping fines are $55. The city also replaced its former flat $30 delinquency fee with a late fee equal to 100% of the original citation when a ticket remains unpaid for more than 21 days after issuance.

What changed

The Hermosa Beach City Council approved the schedule change unanimously, 5-0, on June 23. The city announced the effective date in a July 2 notice. The action accelerates the final phase of a schedule the council had already approved over three years; it does not make every parking citation the same amount.

For residents, workers and visitors who receive a common $75 citation, the new late-payment provision could add another $75 if the ticket is not paid within the 21-day period. A $55 street-sweeping citation could similarly receive a $55 late fee. The city’s notice describes the late fee as 100% of the original fine.

Why the city cited budget pressure

The city said anticipated budget constraints, rising operating costs and demands on city services drove the parking decision. The change came as Hermosa Beach adopted a balanced fiscal year 2026-27 budget after addressing a $3.2 million structural deficit.

According to the city’s budget notice, Hermosa Beach used approximately $4.5 million in spending reductions to balance the budget. Those reductions included workforce reductions and targeted cuts to departments.

The city also projected approximately $3.1 million in pending Los Angeles County cost increases for fire, lifeguard and beach-maintenance services. About $1.6 million of that amount was identified as an estimated recurring annual increase.

Those budget figures provide the financial context the city gave for moving the parking schedule forward. They do not establish that the parking changes alone solved the structural deficit.

What happens next

The parking penalties and late-payment rule are already in effect as of Aug. 1. Drivers should check the citation amount and payment deadline rather than assume that every parking ticket carries the $75 fine.
