Laguna Niguel recommends $2.78 million Alicia Parkway signal contract
Laguna Niguel is advancing a regional traffic-signal project along Alicia Parkway after the City Council’s July 21, 2026 agenda recommended awarding a construction contract to Elecnor Belco Electric Inc.
The proposed base contract is valued at $2,783,643. The agenda also recommends allowing up to $278,365 in change orders, creating a total not-to-exceed amount of $3,062,008 if the additional work is needed.
The reviewed agenda is a staff recommendation. It identifies the proposed award and authorizations but does not, by itself, confirm that the council completed the final action or that the city executed the contract.
The project could affect drivers, pedestrians, nearby businesses and commuters who use Alicia Parkway during the expected 2026 construction period. The records reviewed do not provide specific lane-closure, detour or intersection-shutdown details.
Regional project covers Alicia Parkway corridor
The project is the Alicia Parkway Regional Traffic Signal Synchronization Program, Cash Contract No. 24-11. Laguna Niguel’s capital improvement program identifies the city as the lead agency and lists Caltrans, Mission Viejo, Aliso Viejo and Laguna Hills as participating agencies.
City budget documents describe the project as covering the full 10.5-mile length of Alicia Parkway, along with several offset signalized intersections. The project is funded primarily through Measure M2 Project P funds, with additional city matching funds and other transportation-related sources identified in the capital improvement program.
Signal, communications and pedestrian equipment
The city says regional signal synchronization and equipment upgrades are intended to improve traffic flow and reduce vehicle idle time at red lights. Those are stated project objectives, not a guarantee of a specific reduction in travel times.
Project bid documents describe upgrades that may include video detection and CCTV systems, traffic signal controllers, communications equipment, fiber and wireless systems, inductive loop detectors, accessible pedestrian signal assemblies, controller cabinets and battery backup systems.
The city also separately describes its ongoing program to replace traditional pedestrian push buttons with accessible vibro-tactile buttons and customizable audible messages. The Alicia Parkway work is regional, so signal and equipment changes may extend beyond Laguna Niguel into neighboring jurisdictions along the corridor.
Construction timing remains subject to scheduling
A project listing identifies August 4, 2026 as a scheduled start date. A California Transportation Commission project list identifies the Alicia Parkway project location as Alicia Parkway from Crown Valley Parkway to Marketplace North and lists a construction period extending through November 2026.
Those entries describe planned or scheduled timing. They are not proof that physical construction began on August 4, and the reviewed records do not establish a specific daily work schedule or traffic-control plan.
The agenda also recommends authorizing the city manager to execute the construction contract, subject to non-substantive legal changes, and the Public Works Director to execute a notice of completion after construction. A final council record, executed agreement, construction notice or traffic-control plan would provide additional confirmation about the project’s status and road-user effects.
Residents and commuters should watch future Laguna Niguel construction notices for information about signal changes, work areas, pedestrian access and traffic controls. Until those notices are issued, specific closures or delays should not be assumed.
