Mansfield Advances $21 Million in Water-Project Financing
Mansfield City Council is moving forward with major water and public-safety financing after authorizing applications for an estimated $21 million in Texas Water Development Board assistance and approving up to $14.625 million in city debt-related financing.
The actions came during the council’s July 13, 2026, meeting. They put financing for two water projects, a new fire logistics building and other city development activity into motion, although the water assistance has not yet been awarded and construction has not been reported as underway.
Two water projects seek state assistance
The council authorized the city to submit the Mitchell Road Elevated Storage Tank project for financial assistance through the Texas Water Development Board. It also authorized submission of a proposed 30-inch water line along Lone Star Road.
The city’s recap estimates the combined financing sought for those two projects at $21 million. The packet does not say that the state board has approved either request. It also does not provide final interest rates, repayment terms or a construction schedule.
That distinction matters for residents and city finances. The council’s action is an authorization to pursue assistance, not confirmation that $21 million has been awarded. The next known step is submission of the projects for consideration by the state board.
More than $14 million in bond authorizations
At the same meeting, the council authorized up to $12 million in combination tax and revenue certificates of obligation. It also authorized up to $2.625 million in 2026 general-obligation bonds.
Those approvals represent up to $14.625 million in bond-related financing authority. The official meeting information does not establish the final amount issued, the interest costs, repayment terms or any effect on the city’s tax rate.
Because the approvals are stated as “up to” amounts, they should not be read as proof that the full amounts have already been borrowed or sold. The actions instead give the city authority to advance the listed financing plans.
Fire logistics building moves into pre-construction
The council also authorized up to $245,000 for pre-construction services for the Mansfield Fire Logistics Building and approved a design-build contract with Crossland Construction Company.
The authorization concerns pre-construction work. The source packet does not say that construction of the building has begun, and it does not provide a completion date or total project cost.
The facility is part of the meeting’s public-safety decisions, alongside the water infrastructure actions. For Mansfield, the immediate consequence is that city officials have approved the next stage of planning and contracting for the fire logistics project rather than announced a completed facility.
Separate TIRZ agreement also approved
The council approved a Tax Increment Reinvestment Zone, or TIRZ, development agreement for Reinvestment Zone Number Two involving Smith & Elm Mansfield LLC.
The meeting recap identifies the agreement and the parties but does not provide enough detail to describe the development’s scope, cost, schedule or completed status. The approval should therefore be understood as action on an agreement, not confirmation that a development project is finished.
