Maricopa voters will decide on a new long-range growth plan
Maricopa voters will decide Nov. 3, 2026, whether the city should replace its current long-range growth framework with a new plan covering housing, transportation, water, land use and other major local priorities.
The Maricopa City Council approved the Advancing Maricopa General Plan Update on June 2, 2026, and authorized sending it to voters. The city’s public notices later identified the ballot question as Proposition 414 and called for arguments related to the measure.
The council action placed the proposal on the ballot; it did not adopt the update as the city’s new plan. The election result will not be known until voters consider the measure on Nov. 3.
What voters are being asked to decide
If approved, the update would replace Maricopa’s General Plan, which was adopted in 2016. The new document would serve as the city’s long-range policy framework for managing growth and coordinating future decisions.
The plan addresses housing, transportation, economic development, parks and open space, public facilities, water resources and land use. Those subjects connect the ballot question to decisions that can shape how Maricopa accommodates future growth, plans infrastructure and evaluates development needs.
A general plan is a policy guide rather than an approval for a particular construction project. The city says the proposed update would guide future decisions but would not itself change zoning or approve specific projects.
That distinction means a voter-approved plan would establish a framework for later city actions. It would not, by itself, rezone an individual property, authorize a specific development or guarantee a particular housing, transportation or infrastructure project.
Planning process began in 2024
The city began work on the update in September 2024. The process included community surveys, three public workshops and five advisory committee meetings, according to city materials.
The city also reported coordinating with outside agencies and holding public hearings as it prepared the update. Those steps preceded the City Council’s June 2 decision to place the proposal before voters.
The process gives residents a timeline for how the proposal reached the ballot: planning work began in 2024, the council approved the ballot measure in June 2026, and the public notice seeking arguments followed in July.
What happens next
The city’s next identified election-related step is the preparation of arguments on Proposition 414. The public notice identifies the proposition as the Advancing Maricopa General Plan Update, but the approved materials do not provide a separate deadline for submitting arguments.
Until voters act, the 2016 General Plan remains Maricopa’s current long-range plan. The proposed update would replace it only if the measure passes on Nov. 3, 2026.
The sources do not report the final vote margin from the June 2 council action, and no election result is available because the vote is still scheduled for a future date. The immediate local question is therefore whether Maricopa voters will approve the policy framework the city would use for future growth, housing, transportation, water, public facilities, parks, economic development and land-use decisions.
