Marysville advances repeal of 116th Street Master Plan as public deadlines near

Marysville is advancing a proposal to repeal the 116th Street Master Plan, a planning document adopted in 2001, while retaining a north-south extension of 38th Drive NE in the city’s Transportation Plan.

The city issued a mitigated determination of nonsignificance on July 21, 2026, for application CPA26-0002. The determination allows the proposal to continue through the city’s planning process, but it is not final approval of the repeal or a final comprehensive-plan decision.

What the proposal would change

The proposal would repeal the 116th Street Master Plan adopted May 14, 2001, and remove related references from Marysville’s Comprehensive Plan.

The plan area is generally south of 118th Place NE, west of State Avenue, north of 104th Street NE and east of Interstate 5. The city describes the action as a non-project planning decision covering access, road-network, stormwater, landscaping and critical-area provisions—not as a single construction permit.

Why the city says the plan is outdated

The city says most of the master plan’s access and road-network requirements were constructed before or during commercial development along 116th Street NE. It also says the stormwater facilities contemplated by the plan were previously constructed.

Marysville further says that critical-area provisions and certain landscaping provisions in the 2001 plan differ from current Marysville Municipal Code requirements and were never implemented in the code. Those statements explain the city’s rationale for the proposed repeal; they do not establish that the repeal has been adopted.

38th Drive NE connection would remain

The proposal would not eliminate every transportation provision associated with the master plan. The city’s notice says a north-south extension of 38th Drive NE south of 116th Street NE would remain in the Transportation Plan.

Residents and property owners should therefore distinguish the proposed repeal of the master plan from removal of that transportation connection. The available notices do not establish additional effects on zoning, development capacity, traffic or property rights.

Planning Commission hearing and public deadlines

The Marysville Planning Commission was scheduled to hold an open-record public hearing on CPA26-0002 and related application CA26-0003 at 6:30 p.m. July 28, 2026. The city’s public notices verify the scheduled hearing, but the records reviewed for this article do not verify a recommendation or final outcome.

Written comments on the mitigated determination of nonsignificance must be received by Aug. 5, 2026. Appeals must be submitted in writing, include the applicable filing fee and be received by 4:30 p.m. Aug. 6, 2026, at the Marysville Community Development Department, 501 Delta Avenue, Marysville, WA 98270.

The repeal remains a proposal unless and until the appropriate city legislative action is confirmed through an official ordinance, agenda record, minutes or other city record. The SEPA determination and Planning Commission hearing are steps in that process, not proof that the master-plan repeal has been approved.
