Missouri City residents to weigh in on proposed CDBG plan at Aug. 3 hearing

Missouri City residents will have a chance Monday to comment on the city’s proposed Program Year 2026 Community Development Block Grant funding plan before it is submitted to the U.S. Department of Housing and Urban Development.

The public hearing is scheduled for 6:30 p.m. Monday, Aug. 3, 2026, in the City Council Chambers on the second floor of City Hall, 1522 Texas Parkway. The city’s notice says the hearing is intended to receive citizen input on developing the PY2026 CDBG funding allocation before submission of an Annual Action Plan to HUD.

The hearing is part of Missouri City’s process for developing its PY2026 CDBG allocation and Annual Action Plan. The hearing itself does not approve final funding amounts or guarantee that any particular project or service will receive money.

How the CDBG process works

Missouri City’s Community Development Advisory Committee provides direction to the distribution of CDBG funds. The city says the committee includes council members from Districts A and B, another council member selected annually, residents from target areas in Districts A and B, and two residents serving at large.

For the 2026 cycle, city staff and the advisory committee evaluate applications before recommendations are made to the City Council. The city’s application materials say the committee is authorized to approve funding recommendations as part of the citizen-input process. Any final allocation and approved activities remain subject to subsequent official city action.

Potential activity areas

City application materials identify possible CDBG activities including public services, housing, infrastructure, public facilities and public improvements. Other listed eligible activities include acquisition of real property for a public purpose, demolition or clearance, historic preservation and certain economic-development work.

The city’s PY2026 public-services materials identify priority needs including education for youth and adults, health and welfare services for children, senior and adult services, services for people with disabilities and homeless services. Those priorities help guide application review, but they do not mean every category or proposed activity will be funded.

Activities must meet HUD eligibility requirements and generally benefit low- to moderate-income households or areas, residents within Missouri City’s CDBG target areas or other eligible populations identified in program rules. The city says CDBG-funded programs are also planned through its Consolidated Plan and Annual Action Plan process.

Residents who want to comment can attend the Aug. 3 hearing at City Hall or follow the participation and submission directions in the city’s official public notice before the meeting.

What happens next

Monday’s hearing is a proposal and public-comment step, not the final allocation decision. After public input and the city’s application review, later official action will determine which activities and funding amounts move forward in the Annual Action Plan submitted to HUD.
