Mobile’s St. Louis Street project reaches midpoint as work shifts to blocks eight and nine

Mobile’s St. Louis Street Complete Streets project has reached the city-described midpoint, and construction is moving into blocks eight and nine of the 17-block downtown corridor.

The City of Mobile announced the update on July 8, 2026. The announcement describes the project as being at its halfway point, but it does not establish that exactly half of the work has been completed by spending, payments, schedule or independently measured physical construction.

What the project includes

The project covers 17 blocks of St. Louis Street from Water Street to Broad Street. The planned work includes reconstruction of the roadbed and street infrastructure, landscaping, street lighting, improved sidewalks and ADA crossings, water, sewer and gas improvements, stormwater upgrades, and relocation of overhead utilities.

Alabama Power and other utility providers are moving infrastructure such as power lines and fiber away from the street as part of the project’s planned pedestrian-space and sightline improvements.

Construction shifts to blocks eight and nine

The city says construction is proceeding block by block. The stated goal is to limit disruption while keeping most of the roadway and connecting streets, including intersections, open and accessible where possible.

That staging means access can change as crews move through the corridor. Drivers, pedestrians, workers, delivery operators and downtown businesses may need to adjust routes, loading plans and crossing points as individual blocks enter or leave active construction.

Traffic pattern reported July 6

The official project page’s July 6 traffic update listed this configuration:

• The section from Broad Street past the Warren Street intersection was open.
• The Cedar Street intersection remained closed.
• The blocks between Cedar Street and Hamilton Street were closed.

Those conditions were tied to the July 6 update and should not be treated as a permanent corridor-wide traffic plan. Drivers and businesses should check the official St. Louis Street project page for later closure, detour and access changes before planning a downtown trip, delivery or commute.

What remains ahead

The midpoint announcement confirms the city’s reported progress and the move into the next construction blocks. It does not provide an independently verified completion percentage for the remaining work. Additional road, utility, drainage and streetscape work remains across the corridor.

The project page lists a targeted completion in the first quarter of 2028 and a contracted cost of $16,797,719.65. Those are existing project-page figures, not newly announced schedule or cost changes. The July 8 update does not establish a revised completion date, delay, acceleration, cost overrun or change order.

Funding and project information

The city says the project is funded in part through the RESTORE Act, with additional funding from the Alabama Department of Transportation, the Mobile Metropolitan Planning Organization, the Mobile Area Water and Sewer System and the City of Mobile. The project page also lists city capital, stormwater, general-fund and tax-increment-financing sources among its funding information.

Because work is staged by block, current access notices are more useful than a single end-to-end closure description. Residents, employees, visitors and businesses should monitor the city’s project communications for updated traffic patterns as construction progresses.
