Momence advances $1.49 million Southside water-main project, with road work tied to the upgrade
Momence officials approved Kankakee Valley Construction Company’s $1,488,379 low bid for the Southside Water Main Crossing, according to City Council minutes dated Aug. 3, 2026. The award remains contingent on loan approval from the Illinois Environmental Protection Agency.
The action advances contractor selection for a major south-side water infrastructure project, but it does not establish that the work is fully funded, underway or complete. The city’s council record identifies IEPA loan approval as a condition of the award.
Three bids were recorded
Kankakee Valley Construction Company submitted the lowest of three recorded bids. Western Utility bid $1,729,445, while H. Linden and Sons bid $2,222,510.
The $1,488,379 figure is the approved low bid, rather than a stated final project cost. The difference between the low bid and the other offers was part of the council’s contractor-selection record.
Loan funding is therefore the next major milestone identified for the water-main project. The council minutes do not record IEPA approval of that financing.
Road work is also discussed
The same council record discusses redoing the south-side road, potentially with an overlay. It also says Motor Fuel Tax work was scheduled to begin Aug. 12, 2026.
The minutes connect the road discussion with the Southside project context, but they do not establish that all of the road and water-main work will occur as a single construction phase. The record also does not specify the exact construction limits, expected duration, lane closures or number of affected properties.
That leaves the practical details of the work’s location and timing to later city information. Residents, businesses and other people who use south-side streets may need to watch for updates from Momence as the financing and construction plans develop.
City departments involved in related services
Momence lists a Water and Sewer Department and a Streets and Alleys Department among its municipal services. The city identifies itself as a community of about 3,300 residents in eastern Kankakee County.
For now, the council action represents approval of the low bid subject to IEPA loan funding. The scheduled Aug. 12 Motor Fuel Tax start is the next dated work milestone in the council record, while the loan decision remains the key condition for the water-main award.
