North Glendora Reservoir Project Moves Into Construction-Management Procurement

Glendora, California has moved the North Glendora Reservoir Replacement Project into construction-management procurement, but construction itself has not begun.

The city issued a request for proposals on July 16, 2026, for construction-management and inspection services tied to the North Glendora Reservoir Project Plan 1368, also identified as Capital Improvement Project No. 6022106. Proposals are due August 20, 2026.

Procurement is not a construction award

The request seeks a future team to provide project oversight, construction management and inspection services. It is not a request for the construction contractor, and it does not award the reservoir work. City records reviewed as of August 3, 2026, do not identify a selected consultant, construction contractor or final construction award.

The procurement concerns the proposed reservoir project at 1160 N. Glendora Ave. A later city action would be needed to select a construction-management consultant, and construction work would be separately bid and awarded.

Two new tanks are planned

The city’s environmental record describes a proposed replacement of the existing bolted-steel North Glendora Reservoir with two new welded-steel tanks. The proposed work includes preparing and grading a new tank pad, demolishing the existing reservoir, installing inlet and outlet pipelines, adding overflow and bottom-drain pipelines, and widening the existing reservoir access road.

The environmental record describes two 323,000-gallon reservoirs. Each would have approximately 242,368 gallons of usable volume, for a combined usable capacity of about 484,736 gallons.

Reliability purpose for Zone 3A

The planned system is intended to provide operational, fire-flow and emergency storage for Zone 3A, including when another reservoir in the zone or the Glencoe Pump Station is out of service.

The reservoirs would connect to the city’s potable-water lines and serve existing municipal water customers across an approximately 156-acre service area. If completed as proposed, the project would add storage and operating reliability for customers in that North Glendora area. The current records do not establish an immediate change to water rates, household bills or service interruptions.

Budget and schedule remain subject to later steps

Glendora’s adopted 2025-2027 budget lists $8,408,334 in Water Capital Reserve funding for CIP No. 6022106. That is a budgeted project amount, not a confirmed final construction cost or awarded contract price.

The city’s March 2026 strategic-plan update indicates that access-road design and remaining CEQA-related mitigation work still precede construction bidding. City planning documents anticipate construction could begin in late 2026 or early 2027, but that timing is not guaranteed and remains subject to approvals, procurement and project execution.

What happens next

The immediate milestone is the August 20 proposal deadline for construction-management and inspection services. Until the city completes that procurement and separately awards construction work, the reservoir replacement remains a planned capital project rather than an active construction site.

For Glendora residents and water customers in Zone 3A, the procurement matters because it marks a concrete step toward addressing the existing reservoir system’s storage, fire-flow and emergency-reliability needs while leaving the final construction decision and schedule ahead.
