North Miami outlines $1.04 million plan for housing and services

North Miami has released a proposed plan for $1,035,185.80 in federal housing and community-development funds for the city’s 2026-27 fiscal year, with City Council approval and submission to the U.S. Department of Housing and Urban Development due by Aug. 15, 2026.

The plan would direct money toward housing rehabilitation, emergency repairs for elderly residents, public services and other community-development activities. The funds are planned program allocations, not money confirmed as spent or assistance already received by individual residents.

How the money is allocated

The proposal includes $754,383 in Community Development Block Grant funds and $280,802.80 in HOME funds, for a combined total of $1,035,185.80.

The largest listed use is a $380,000 CDBG housing rehabilitation program. The plan also sets aside $90,000 for emergency repairs for elderly residents, an allocation aimed at a specific housing and safety need but not evidence that repairs have already been completed.

Public services would receive $113,226 through the city-administered Youth Opportunity Board Program. The plan also includes a $42,120.42 HOME set-aside for a Community Housing Development Organization.

At least 70% of the funds must benefit households at or below 80% of area median income, according to the city’s notice. That requirement establishes an income-targeting threshold for the plan’s benefits; the packet does not identify how many North Miami households would qualify or how many projects would be funded.

Approval and HUD deadline

North Miami published the FY 2026-27 Annual Action Plan notice on June 23, 2026. The notice says the plan was to be submitted to HUD after City Council approval, with an Aug. 15 deadline.

A city notice dated Aug. 6 confirms that the next regular City Council meeting was scheduled for Aug. 11. The meeting agenda was to be available on Aug. 6, providing the next official checkpoint for council action.

The available notice does not establish whether the council had completed final approval by Aug. 6. It also does not establish whether HUD had approved the plan or whether the final submission would preserve every projected use listed in the notice.

Why it matters locally

The proposal connects federal funding to several practical North Miami needs: improving housing, addressing urgent repairs for older residents and supporting city-administered youth services. Its largest single allocation is for housing rehabilitation, while the emergency-repair set-aside identifies a narrower pool for elderly households.

The 70% requirement also means the plan is structured to direct most of its funds toward low- and moderate-income households, as defined by the stated area-median-income threshold. The city’s published material does not provide a project-by-project schedule, application timetable or list of individual recipients.

For now, the key next step is City Council consideration before the Aug. 15 HUD-submission deadline. Until that process is complete, the listed amounts should be understood as proposed or projected uses within the city’s annual action plan rather than completed spending.
