OMB’s Uniform Guidance overhaul: July 13 comment deadline and FY 2027 timing

The Office of Management and Budget (OMB) has published a proposed overhaul of the Uniform Guidance rules that many federal grants rely on: 2 CFR Part 200. The proposal is open for public comment through July 13, 2026, and OMB says a final version would be effective by Oct. 1, 2026 for awards during fiscal year 2027 if it’s finalized as proposed.

Uniform Guidance 101: why 2 CFR Part 200 matters

“Uniform Guidance” is the government-wide framework for how federal agencies make and oversee grants and other federal financial assistance. In practice, universities, nonprofits, tribal governments, and state and local partners often design their compliance systems around 2 CFR Part 200—then adapt for any extra rules that a particular federal program adds.

What OMB would change under the proposal

OMB’s proposed revisions focus on improving transparency, accountability, and oversight and on reducing recipient burden. The proposal also includes a set of changes aimed at the government’s discretionary award decisions and award life-cycle oversight.

Key proposal elements include:

Pre-issuance review for discretionary awards. For discretionary awards, agencies would perform a pre-issuance review to ensure selected proposals are consistent with applicable law, federal agency priorities, and the national interest. OMB would also require senior appointees to conduct these reviews.
Peer review remains advisory. The proposal clarifies that peer review recommendations are advisory and do not replace agency discretion or become “de facto binding.”
More structured discretionary termination handling. The proposal would update discretionary termination and suspension requirements, including clearer notice and procedures—plus a requirement that termination notices include a brief summary of the reasons for terminating an award or class of awards (tied to factors like program goals, federal agency priorities, and the national interest).
Clarity on what’s binding. OMB proposes changes intended to clarify the regulatory status and binding effect of OMB’s government-wide requirements for federal financial assistance.

OMB also says the revisions are intended to ensure basic equality and equal opportunity principles are upheld throughout the award-making process and that unlawful discrimination is not permitted.

How to comment before the July 13 deadline

The Federal Register entry says comments are due on or before July 13, 2026. OMB describes the comment period as 45 days and says late submissions would be considered only to the extent practicable.

To participate, submit electronically through the Regulations.gov docket for OMB-2026-0034. The proposal also asks commenters to begin each comment with the relevant section number (in brackets) so OMB can track which provision the comment addresses.

What happens next for FY 2027

OMB says it intends to issue a final rule that is effective by Oct. 1, 2026—with a single set of government-wide requirements applying to federal awards made during fiscal year 2027. If the final rule changes material parts of the proposal, recipients could need to adjust internal compliance processes to match the final text.
