Reasoner Dam transfer heads toward Aug. 17 hearing in Humboldt County

Humboldt County supervisors scheduled a public hearing for 9 a.m. Tuesday, Aug. 17, 2026, to consider the proposed transfer of Reasoner Dam to R.I.V.E.R. Development, Inc. The hearing is a step in the conveyance process; it does not establish that ownership, custody or management has already changed.

The proposal concerns a Humboldt County property with implications for residents in Humboldt, Iowa, and the surrounding area. Conservation Board consented to proposed transfer

At its July 15 meeting, the Humboldt County Conservation Board voted 2-1 to approve Resolution No. 2026-07-15, consenting to the transfer of Reasoner Dam’s custody, control and management to R.I.V.E.R. Development, Inc. The resolution also authorized the board chairman to complete related transactions, according to The Humboldt Independent.

Bob Rasmussen and Will Spellmeyer voted for the resolution, Mary Miner voted against it, and T.C. Loving and Taylor Pedersen were absent. That Conservation Board action was part of the process. The Board of Supervisors later scheduled the public hearing to consider the proposed conveyance.

Access and property terms remain in progress

The Humboldt Independent reported that insurance presented by the proposed transferee was considered sufficient under the original purchase-agreement requirements. The report also described work on an ingress-and-egress easement so the property could be reached.

Conservation officials estimated the survey and easement work would cost about $3,000. The Conservation Board voted 2-1 to have the Humboldt County Conservation Department pay that cost after discussions about whether R.I.V.E.R. Development, also identified in the report as the River Development Group or RDG, would share or bear it.

The reported purchase-agreement language includes a clause concerning the dam reaching the end of its useful life, seller cooperation on access easements and a maintenance bond from the buyer. The report said the end-of-life language could be removed and the maintenance-bond requirement could be excluded. It also reported that, if the group did not improve the dam, the property could revert to the state, which would then decide what to do. Those reported terms should be checked against the final agreement or transfer instrument before being treated as controlling.

What residents should look for

The final documents should establish who is responsible for routine maintenance, future repairs, insurance, liability, access and any improvements. They also should clarify the legal description, easement boundaries, any reversion provision, and the final treatment of the maintenance bond and survey costs.

The available records do not establish a final operating plan for Reasoner Dam or guarantee continued boating, trail access or other recreation. They show that Humboldt County is advancing a proposed transfer while key legal and property terms are still being completed. The Aug. 17 hearing is the next public opportunity to review and comment on that process.
