Rockland County selects developers to redevelop New City’s Sain Building site
Rockland County has selected Regan Development Corporation and the Rockland Housing Action Coalition to redevelop the Sain Building site at 18 New Hempstead Road in New City, moving a county-backed affordable-housing project into its next phase.
The county announced the selection May 8, 2026. The chosen development team will be responsible for advancing plans for the approximately 3.69-acre property after the county conducted a process to seek proposals for the site.
