San Mateo County housing authority seeks comment on FY2027 plan before Redwood City hearing
Public comments opened July 24 on the Housing Authority of the County of San Mateo’s draft FY2027 Moving to Work annual plan, with a public hearing scheduled for 9 a.m. Tuesday, Aug. 25, in Redwood City.
The plan covers the fiscal year from July 1, 2026, through June 30, 2027. It is a proposal, not an approved set of changes: the Housing Authority’s Board of Commissioners must act on it before the plan is submitted to the U.S. Department of Housing and Urban Development for review.
What the plan addresses
The draft describes the authority’s ongoing Moving to Work activities involving Housing Choice Vouchers, project-based vouchers, self-sufficiency services, administrative efficiencies and affordable-housing financing.
HUD describes Moving to Work as a demonstration program that gives participating public housing authorities flexibility to design and test locally developed approaches in assisted housing, use federal funds more efficiently, support employment and self-sufficiency, and expand housing choices for low-income families.
In its draft, the San Mateo County authority says it plans to continue reviewing eligibility and recertification processes, operating self-sufficiency programs and using housing-assistance funds and other resources to support affordable-housing development. Those descriptions do not mean every activity will change immediately for assisted households.
Redwood City properties listed in the draft
The plan identifies two Redwood City developments among its existing project-based voucher properties. Together, the properties are listed with 180 project-based vouchers marked “Leased/Issued” in the draft.
353 Main Street is described as a 125-unit, 100% affordable development with 81 project-based vouchers. Nineteen of those units are covered by HUD-VASH vouchers, which serve eligible veterans.
Arroyo Green, formerly known as Bradford Senior Housing, is identified as a 117-unit senior development with 99 project-based vouchers. The draft lists 10 HUD-VASH vouchers and 89 other project-based vouchers, including 12 supportive-housing units serving Mental Health Services Act-eligible and frail elderly households.
Project-based vouchers are tied to particular apartments or developments. They differ from tenant-based vouchers, which generally move with an eligible household when it relocates.
How to submit comments
County residents and other interested parties can review the draft plan and email comments to csteam@smchousing.org. The comment period began July 24 and runs ahead of the Aug. 25 hearing.
The Housing Authority notice says the hearing will take place in the Board of Supervisors chambers in Redwood City and will also be available through Zoom. The notice directs attendees to the Board of Supervisors agenda for remote-participation instructions.
The posted materials list different street addresses. The Housing Authority notice identifies 400 County Center, while the county’s Aug. 25 meeting page and meeting calendar list 500 County Center Chambers. Readers planning to attend in person or online should check the final board agenda for the controlling location and Zoom instructions.
The Aug. 25 hearing is the next formal opportunity for public input before the draft plan moves toward Housing Authority board action and HUD review.
