Schertz proposes up to $9.85 million in certificates of obligation for streets, drainage and city facilities

The City of Schertz has issued a notice saying its City Council will consider authorizing up to $9.85 million in certificates of obligation at a public hearing on August 4, 2026. The meeting is scheduled for 6 p.m. at the Schertz Municipal Complex, 1400 Schertz Parkway, Building 4.

The proposed financing could cover street improvements and related utility repairs, replacements and relocations, along with curbs, gutters, sidewalks, drainage work, traffic-safety signalization and signs. The notice also includes renovation and improvements at public-safety facilities, including generator replacement at the public-safety building.

Additional proposed work includes improvements and generator replacements at City Hall and the civic center. The financing could also cover related materials, equipment, landscaping, land, rights-of-way and professional services.

Certificates of obligation can allow a city to finance public projects without a voter-approved bond election. If issued, the borrowing would create future debt obligations for Schertz. The notice sets a maximum proposed principal amount, not a final borrowing amount, and does not establish what action the council ultimately took or whether any certificates were issued. The August 4 council meeting and public hearing are the next stated step.
