Sierra Madre Bailey Canyon Project Nears Carter Avenue Improvements

The Meadows at Bailey Canyon housing project has reached a new construction milestone, with onsite sewer and storm-drain installations reported complete and work shifting toward water infrastructure along Carter Avenue.

In a City of Sierra Madre construction update for the week of July 20, 2026, the city said crews were finishing water-related work along Carter Avenue before moving into the next phase of public improvements. That next phase is expected to bring more visible construction activity near the project and along the roadway.

What work is coming next

The city anticipates that offsite improvements along Carter Avenue will begin within two weeks. An earlier July 13 update pointed to a possible mid-August start, so residents should treat the timing as tentative rather than as a firm construction date.

Planned work includes widening part of Carter Avenue, installing a sidewalk, replacing a water main and building retaining walls. The city estimates that this phase could take approximately six to eight weeks, although the duration may change as construction proceeds.

For nearby residents, motorists and pedestrians, the next phase could mean changes in access, driving conditions and walking routes around Carter Avenue. Households near the project may also see increased construction activity as crews move from underground work within the site to improvements affecting public infrastructure.

Project scope remains 42 homes and a public park

The approved Meadows at Bailey Canyon development includes 42 single-family homes and a public park, according to the city’s design-review and planning record. The completion of onsite sewer and storm-drain installations marks progress on the project, but it does not mean the homes are completed, occupied or available for sale.

The city’s project transparency materials also identify resident-facing construction controls, including dust-control and air-quality monitoring measures. Those measures are part of the city’s oversight as work continues.

The next key milestone for Sierra Madre residents will be the start of the Carter Avenue improvements. Because the city describes both the timing and the six-to-eight-week duration as anticipated construction expectations, residents should expect the schedule to remain subject to adjustment.
