Susanville adopts 2026 general plan focused on housing, infrastructure and growth constraints

Susanville adopted an updated general plan on Jan. 7, 2026, establishing the city’s current policy framework for housing, land use, transportation and infrastructure decisions.

The plan is intended to guide future housing approvals, land-use decisions, transportation planning and infrastructure investment. For residents, property owners and developers, it provides the city’s stated priorities while also identifying limits that could affect future growth.

Road access and development limits

The adopted document identifies State Route 395 and State Route 139 as the principal routes into and out of Susanville. It also discusses roadway and utility limitations that are relevant to future development in and around the city.

Those findings do not mean that a particular road project is funded or under construction. They identify conditions the city’s planning framework considers when evaluating growth, housing and infrastructure needs.

The plan likewise does not approve a specific housing project. It is a policy document that can inform later applications and decisions, rather than evidence that new homes, roads or utilities are guaranteed.

Housing, broadband and infrastructure

The housing element addresses development capacity, roadway access, broadband and broader infrastructure constraints. The plan also discusses broadband implementation and last-mile connectivity, incorporating state broadband-planning requirements into the city’s development framework.

That gives homeowners, renters, businesses, farmers, commuters and prospective developers a common public reference for understanding how Susanville approaches future growth. The document connects housing decisions with the availability and limitations of roads, utilities and communications infrastructure.

It does not establish that every constraint identified in the plan has current funding, nor does it promise immediate construction or broadband deployment. Any individual project would still require its own future action or approval.

A Lassen County Board of Supervisors meeting held July 21, 2026, at 707 Nevada Street in Susanville provides additional local-government context. The approved record did not identify a newer August 2026 city action that superseded the Jan. 7 plan. For now, the adopted general plan remains the governing framework described in the record for current housing and infrastructure planning in Susanville.
