SEIU Local 1000 members held a one-day strike across California on Oct. 21, including at Sacramento worksites. CalMatters reported that thousands of workers walked off the job statewide and thousands rallied at government buildings across California, but did not give a precise strike-turnout count. No Sacramento-specific turnout count was reported.
The union represents about 100,000 state workers, according to CalMatters. That is the size of the represented workforce, not the number who struck. In Sacramento, the union listed strike lines at several state worksites and a rally and march at CalHR; CalMatters also reported activity at the Capitol and outside the CalHR building.
Contract demands and labor-board complaint
The strike took place during negotiations for a successor contract after the previous agreement expired in June 2026. SEIU Local 1000 sought higher pay, increased state contributions toward health-care costs and more flexibility around the state requirement that employees work in the office four days a week. Those were union demands, not agreed contract terms.
The union called the walkout an unfair-practice strike and accused the state of bargaining in bad faith. That accusation is the unionโs position, not an established legal finding. SEIU Local 1000โs contract-campaign page says the Public Employment Relations Board issued a complaint on Sept. 29 concerning the unionโs charge. A complaint is a procedural step, not a final decision that the state bargained unlawfully.
CalHR said it remained focused on reaching an agreement and available at the bargaining table. In its Oct. 21 reporting, CalMatters said mediation was scheduled to resume Oct. 30; that was the reported schedule at the time, not confirmation that mediation later took place.
Some state operations were modified
CalMatters reported that some state department operations, including DMV offices and parks, had been modified or limited in anticipation of the strike. The report did not quantify those changes, so it does not establish the scale of service disruption or a specific impact in Sacramento.
