Tillamook school bond work moves into summer construction at two schools

Summer construction is moving Tillamook School District 9’s 2025 school bond from voter approval into visible work at Liberty Elementary and Tillamook High School.

Voters approved Measure 29-182 on May 20, 2025. The bond authorizes up to $25.35 million and is paired with a $6 million Oregon School Capital Improvement Match Funds match, according to the district. The work now underway combines seismic and entrance-security improvements with roofing, restroom, nurse-area and paving work.

Liberty work is targeted to continue into September

At Liberty Elementary School in Tillamook, crews are working on a combined seismic and facility project. The south walls are to receive concrete cylinder pilings intended to stabilize the building during an earthquake or tsunami. The seismic work is being carried out with separate state seismic funding alongside bond-funded improvements.

Bond-funded work at Liberty includes relocating the school office and adding a double-door vestibule at the entrance. The project also includes remodeling one student restroom and adding a staff restroom and nurse’s area.

A June 29, 2026, report by Tillamook Newsie said the Liberty project was targeted for completion in September 2026. Construction could therefore continue after the 2026-27 school year begins, but the sources reviewed do not confirm class disruptions, a revised opening date or final entrance procedures.

Roofing and paving at Tillamook High School

The summer work also includes roof replacement at Liberty Elementary and Tillamook High School. The local report said portions of Liberty’s roof have recurring leaks, while Tillamook High School’s three-tab roof, installed in 2007, is nearing the end of its expected service life.

The high school roof is planned to be replaced with architectural shingles. The local report said both roof projects were targeted for completion before the start of the 2026-27 school year.

At Tillamook High School, the guest parking lot and part of the west staff parking lot are receiving a pavement overlay. Sections of the east and west entryways near the agriculture building are also scheduled to be dug out and replaced because the base layer is failing.

The work is taking place at school sites serving Tillamook students during the summer construction window. Families, residents and staff should watch district communications for any temporary changes to entrances, parking or access.

Bond rate and broader project scope

The district says Measure 29-182 extends expiring bonds rather than creating a new tax and is intended to maintain the existing rate. The district’s bond materials describe that rate as $0.69 per $1,000 of assessed property value.

Tillamook County’s 2025/26 tax record separately lists Tillamook School District 9’s Measure 29-182 bond as first levied in fiscal year 2025-26, with a requested bond amount of $1,565,649 and a bond rate of $0.6837 per $1,000 of assessed value. The county figure is the independent current-fiscal-year record; it should not be treated as identical to the district’s rate-maintenance estimate.

The district’s bond materials describe a broader program that may include safety, accessibility, parking, classrooms, restrooms, roofing, lighting and other facility improvements. Not every project authorized or identified in the bond materials is currently under construction.

For residents and school users, the immediate questions are how long Liberty’s work runs into September, whether roofing is finished before students return, and whether paving changes access or parking at the high school.
