The current FY26 budget emphasizes capital work and system upkeep, while March notices focus on public-safety readiness and seasonal sanitation services.
Infrastructure and utilities
The city’s FY26 budget shows a large capital program built around core infrastructure. Listed projects include the East D Street, water and storm sewer project at about $6.5 million, a $1 million sewer and manhole lining project funded through CDBG, a $2.2 million water line replacement, roughly $8.4 million in wastewater treatment improvements, and about $2.4 million for airport FBO and Taxiway C work.
That mix suggests Torrington’s main growth story this spring is reliability: replacing aging utility assets, finishing street-and-drainage work, and keeping airport facilities on the city’s capital list. The same budget memo also says utility rates were set for another review during FY26, pointing to continued pressure from operating and wholesale power costs.
Public safety and environment
