Wylie council prepares proposed $100.5 million bond package for November voters

Wylie City Council is moving toward a possible November bond election after reaching consensus July 21, 2026, on a proposed four-proposition package totaling $100.5 million. The election has not been formally ordered, and the project amounts and ballot language could still change.

During the work session, council members directed city staff to prepare proposition language for formal consideration. According to local reporting, Wylie must adopt an ordinance or resolution in August to place a bond election on the November ballot.

Four proposed propositions

The current proposal would divide the package into four separate propositions:

• Public-safety facilities: $25 million. The proposal covers renovations and expansion of public-safety facilities.
• Downtown and Sachse Road improvements: $25.5 million. This category includes downtown improvements and completion of Sachse Road improvements.
• Public-works facilities: $30 million. Approximately $10 million of this component is identified for support through the city’s utility fund rather than property-tax-backed bonds.
• Parks: $20 million. The proposal includes funding for park projects.

The four amounts total $100.5 million. At this stage, however, they describe the council’s July 21 proposal, not final propositions approved for an election.

Why the utility funding matters

The public-works category is not described as entirely property-tax-backed borrowing. About $10 million is identified for utility-fund support, creating a distinction between that portion of the proposal and bond financing backed by property-tax revenues.

That distinction does not by itself eliminate possible future cost implications for utility customers. The final financing structure, project details and repayment terms will depend on the city’s formal action and subsequent bond process.

What remains unresolved

Residents should not treat the November election as final yet. The council must first approve the required ordinance or resolution, and the ballot language remains under preparation. The project scopes and amounts could also be revised before formal action.

The current proposal also differs from an earlier Citizens Bond Advisory Committee recommendation. In June, the committee backed $110 million in projects, but those recommendations were presented for discussion and were not formally approved as the city’s final bond package.

Those are the next documented council meetings where residents can watch for possible formal election action, final proposition descriptions and changes to the financing plan. The meeting records themselves do not establish that bond action will be taken on either date.

Until the council adopts the election action and final ballot language, the $100.5 million package remains a proposed framework for public-safety facilities, downtown and road work, public works and parks. Residents should watch the council’s August records for the final propositions, project descriptions and financing terms.
