FAA Slows Flights at Four Major Airports Amid Summer Delays
The Federal Aviation Administration slowed or temporarily stopped flights at LaGuardia, John F. Kennedy, Newark Liberty and Philadelphia International Airport on July 27 as severe thunderstorms, diversions and air-traffic-control staffing shortages reduced capacity across the Northeast.
The restrictions were traffic-management measures, not airport closures. They were designed to meter aircraft into crowded or weather-affected airspace and protect the system from becoming less stable. The immediate result for travelers was longer waits, missed connections and cancellations across a corridor that connects flights serving much of the country.
What the FAA did
At Philadelphia, the FAA issued a ground-delay program covering arrivals from 4 p.m. Eastern time on July 27 through 11:59 p.m. The advisory listed an average delay of 83 minutes and a maximum delay of 142 minutes for that program. Staffing was identified as the impacting condition.
At LaGuardia, a ground stop ran from 6:13 p.m. to 7:45 p.m. Eastern time, within a broader cumulative program period that began at 2 p.m. The FAA advisory later reported cumulative average delays of 195 minutes and a maximum delay of 467 minutes. Staffing was again listed as the impacting condition.
The FAA’s national operations plan showed active ground stops or delay programs at JFK, LaGuardia, Newark and Philadelphia. It also cited severe thunderstorms, restricted routes and recovery from diversions as factors complicating the region’s recovery.
Weather and staffing worked together
The July 27 disruption was not caused by staffing alone. Severe weather restricted routes and airport operations, while diversions left aircraft and crews out of position. Staffing shortages limited how quickly controllers could absorb the disruption and restore normal schedules.
Reuters reported that FlightAware estimated cancellations at between 20% and 30% of flights at the four airports. That figure is an independent estimate reported by Reuters, not an FAA count of all cancellations.
Reuters also reported that New York-area Terminal Radar Approach Control, the facility that manages traffic near the region’s airports, had certified professional controllers at 57% of its targeted level. The figure applies to that facility and denominator; it does not mean that 57% of all air-traffic-control positions nationwide were filled.
Why delays spread beyond the airport with bad weather
A ground-delay program generally meters flights before departure by assigning aircraft a later release time. A ground stop temporarily prevents specified flights from departing toward an affected airport or airspace.
Those controls can affect travelers whose own airport has clear skies. Flights share routes, controllers, aircraft and crews across connected facilities. When a major Northeast hub slows arrivals, airlines may hold or reroute flights elsewhere, and later departures can inherit delays even after local weather improves.
FAA advisories describe specific operating windows and should not be read as full-day passenger-delay totals. Conditions can change as weather moves, routes reopen and aircraft complete the recovery process.
Newark limits will extend beyond the storm
The July disruption also highlighted a longer-term capacity problem. In a separate order, the FAA extended operating limits at Newark Liberty. The extension takes effect October 25, 2026, and runs through October 30, 2027.
During the covered scheduling periods, the order limits Newark to no more than 36 scheduled arrivals and 36 scheduled departures per hour, or 72 total hourly operations. The FAA said certified-controller staffing at Newark would not significantly improve before the end of the summer 2027 scheduling season, making the current limit necessary for operations the agency considers safely manageable.
The order is separate from the July 27 weather event. It does not mean the four airports will face the same disruption every day, but it shows that capacity constraints at Newark are expected to continue after individual storms pass.
What passengers should do
For a specific trip, check the airline’s flight-status page or app first. Airport-wide status information may not show how a particular aircraft, crew or connection is affected.
If a flight is delayed or canceled, ask the airline about available rebooking options before leaving for the airport. Check every segment in a connecting itinerary, since a first-leg delay can make a later connection impractical even when the second airport is operating normally.
The FAA controls the flow of traffic, while airlines handle individual reservations, rebooking and itinerary changes. Passengers should rely on the airline for the most specific information about their trip and any available options.
