Federal officials release $26 million for Indiana roads and bridges

The Federal Highway Administration said Thursday, August 27, 2026, that $26 million in Emergency Relief funding is immediately available to the Indiana Department of Transportation for repairs after severe flooding damaged roads, bridges and other transportation infrastructure.

The money is an initial installment, not a final estimate of Indiana’s transportation damage or a guaranteed total project budget. Additional federal support may follow as state and federal agencies complete damage assessments.

Funding follows flooding and severe weather

Indiana was affected from August 11 through August 17 by repeated heavy rain and severe weather. FHWA described the event as a 1,000-year rainfall event and a derecho, with up to 14 inches of rain falling in 10 hours. Indiana’s Department of Homeland Security said the derecho classification was preliminary and reported extreme straight-line winds, tornadoes, hail, flash flooding, major river flooding and widespread road closures.

The flooding had consequences beyond damaged pavement. The Associated Press reported that at least seven people died during days of heavy rain and historic flooding. Indiana officials said damage assessments were continuing across affected counties.

Hazel Dell Parkway is a major focus

FHWA said the funding will allow INDOT to move quickly on eligible repairs, including rapid replacement of the collapsed Hazel Dell Parkway bridge in Carmel. The agency also identified repairs on Interstate 70, State Route 38 and multiple bridges in Wayne County.

Hazel Dell Parkway is especially important to local travel. FHWA said the route carries more than 10,000 vehicles per day and provides north-south commuter access.

Hamilton County’s flood-closure page lists Hazel Dell Parkway as closed between 96th Street and 106th Street, with the closure dated August 15, 2026. A City of Carmel update said severe floodwaters and White River backflow washed away fill behind the bridge abutment, undermined the approach and caused the roadway to crack in half.

Because the bridge is under Hamilton County’s jurisdiction, county officials said a full structural assessment would be conducted as water levels safely receded. Carmel officials said further information about evaluations and repair timelines would be released as assessment work progressed.

What the Emergency Relief money covers

FHWA’s Emergency Relief program helps states, territories, tribes and federal land-management agencies repair highways and bridges damaged by natural disasters or catastrophic events. These “quick release” funds are an initial installment intended to help restore essential transportation links while the full scope of damage is documented.

For Indiana, that means the $26 million can support immediate transportation repairs through INDOT. It does not provide household disaster assistance; separate federal, state and local programs address housing, personal property and other individual losses.

What remains unresolved

The federal announcement did not provide reopening dates for Hazel Dell Parkway, Interstate 70, State Route 38 or the affected Wayne County bridges. It also did not establish Indiana’s final transportation repair cost or describe a construction schedule, design or contractor for the Carmel bridge replacement.

Drivers should check current information from INDOT, Hamilton County and other local authorities before traveling near affected routes. Closure and detour conditions can change as water recedes, inspections continue and repair work begins.

The next developments to watch are Indiana’s continuing damage assessments, project-level repair plans and any additional Emergency Relief allocations from FHWA.
