NERC Seeks Comments on Reliability Rules for AI Data Centers and Other Large Loads
The North American Electric Reliability Corp. has opened a 30-day public comment period on proposed reliability standards and registration criteria for AI data centers, cryptocurrency facilities and other large computational loads connected to the bulk power system.
NERC posted the proposals on August 19, 2026, and additional project materials were updated August 26. Comments are due September 18. The materials are drafts, not enforceable rules.
The action moves the issue from voluntary planning toward a federally directed standards process as large computing facilities add electricity demand at unusual speed and scale. It could influence how future data centers and similar projects connect to and operate on the grid, but it does not automatically require every facility to register.
What NERC proposed
The proposed registry revisions would create two new categories of registered entities: Computational Load Owners and Computational Load Operators. Whether a particular facility would fall within those categories would depend on the final registration criteria and applicability thresholds.
NERC also proposed three foundational reliability standards:
- CLO-001-1: requirements for interconnection studies and modeling;
- CLO-002-1: requirements for operational data and communications; and
- CLO-003-1: requirements involving protection coordination and disturbance monitoring.
The package includes limited updates to FAC-001-5 and FAC-002-5 for clarity.
In practical terms, the proposals would seek to give utilities and regional grid operators more reliable information about how large computational facilities will behave, improve communications during operations and support analysis of their effects on system protection and disturbances.
FERC set the timetable
The effort follows a July 16, 2026, order from the Federal Energy Regulatory Commission directing NERC to file initial computational-load reliability standards, related glossary changes and registration-criteria revisions by December 31, 2026.
FERC also directed NERC to submit a work plan by March 1, 2027, for additional standards covering computational-load integration. Under federal law, reliability standards become mandatory and enforceable only after FERC review and approval.
In the order, FERC cited unusually high demand growth and the rapid construction of large loads. The commission said computational loads can create reliability concerns because they are substantially larger and are being built more quickly than many earlier grid-connected facilities.
A recent PJM event added operational context
The standards process follows a July 22 disturbance in the PJM Interconnection region. About 3,800 megawatts of data-center load disconnected in northern Virginia after a fault on a 230-kilovolt transmission line, according to PJM information reported by Utility Dive.
PJM said the event caused a sharp imbalance between generation and demand, along with large voltage and frequency swings. The grid operator recovered its area-control error limit within nine minutes and dispatched reactive-power resources to reduce system voltage.
The PJM event is context for the NERC process, not the new action announced this week. PJM is separately considering additional requirements for computational loads, including possible ride-through standards. Those potential requirements should not be presented as part of NERC’s current proposal.
What the proposal does not do yet
The comment period remains open, and the proposed categories, thresholds, compliance details and technical requirements could change before NERC submits materials to FERC.
The current action also does not itself impose new obligations on data centers, AI facilities or cryptocurrency operations. It begins a standards-development and registration process that could later produce enforceable requirements for entities within the final scope.
What happens next
The immediate deadline for stakeholders is September 18, 2026, when NERC’s comment period closes. NERC is expected to use the feedback as it prepares its initial filing for FERC by December 31.
For consumers and businesses, the key issue to watch is how final standards affect the planning and operation of large computing facilities. Later NERC filings, FERC approval proceedings, utility interconnection requirements and regional-grid actions will show whether the process changes project requirements, reliability practices or infrastructure planning.
