U.S. Grid Held During 2026 Arctic Cold, but Reliability Work Remains
The U.S. bulk-power system avoided significant electric and natural-gas disruptions during severe cold early in 2026, but a federal review released September 10 says the system was still stretched over multiple days and came close to its limits in several respects.
The Federal Energy Regulatory Commission, the North American Electric Reliability Corporation and regional entities examined Winter Storms Fern and Gianna. They credited lessons from earlier storms, advance generator commitments, stronger preparation and situational awareness, NERC cold-weather reliability standards, emergency coordination and interregional power transfers with helping the Eastern Interconnection and the Electric Reliability Council of Texas meet demand without planned power outages.
Generation outages were lower than in earlier storms
Peak generation outages in the Eastern Interconnection reached about 49,700 megawatts during the January events. That was below the roughly 90,500 megawatts recorded during Winter Storm Elliott in December 2022.
In ERCOT, peak outages were about 19,420 megawatts, compared with approximately 35,300 megawatts during Winter Storm Uri in February 2021.
Those figures measure generation outages. They are not customer outage minutes and do not capture every aspect of local electric reliability. The Eastern Interconnection covers roughly two-thirds of the United States, while ERCOT operates separately in Texas. The findings therefore describe bulk-system performance, not identical performance by every local distribution utility.
Regional transfers helped meet demand
U.S. electric demand peaked at about 666 gigawatts, while natural-gas demand approached record levels. No planned power outages were required in the Eastern Interconnection or ERCOT during the January events, according to the review and related presentation.
Power transfers between regions were an important part of meeting demand. Imports into the Midcontinent Independent System Operator, or MISO, peaked at about 9 gigawatts, primarily from the PJM Interconnection and also from Canada and other neighboring systems.
The support was not one-way. Florida exported power during Winter Storm Fern but imported electricity during Winter Storm Gianna, showing how regional connections can allow one system to support another as conditions change.
What improved—and what remains unfinished
FERC and NERC pointed to several factors behind the stronger performance: applying lessons from previous winter-storm reviews, committing generators ahead of the cold, improving preparation and situational awareness, implementing NERC cold-weather standards and making additional resources available through Department of Energy emergency orders.
The natural-gas system also performed well, with moderate production declines and limited, short-duration force-majeure events reported. But gas availability remains a reliability concern during prolonged cold because power plants often depend on gas deliveries when electricity demand is highest.
The review identified additional natural-gas infrastructure, better communication and coordination between the gas and electric industries, and improved load forecasting as continuing needs. They are priorities for future reliability work, not completed projects or guarantees about future winters.
Emergency orders were a last-resort tool
The Department of Energy issued 15 emergency orders during the storms. The orders gave grid operators authority to direct backup generation at large loads if necessary to help prevent possible blackouts.
No backup generation at data centers or other large loads was activated during the 2026 storms, according to the FERC presentation. Regulators said such generation could provide reliability benefits in extreme conditions, but questions remain about whether large loads can use backup equipment while staying connected to the grid and how they should communicate those capabilities to system operators.
NERC President and CEO Jim Robb said the electric and natural-gas systems were stretched over multiple days and that several reliability challenges brought them close to the edge. The practical takeaway is mixed: preparation and coordination improved, but a longer or more severe cold event could still expose weaknesses in fuel delivery, forecasting and regional coordination.
