Nebraska schools can apply for more than $2.2 million to improve rural meal programs

Nebraska has opened a $2,234,048 grant opportunity for eligible rural and frontier schools to modernize equipment used to prepare and store school meals. Applications are due August 31, 2026, unless all available funds are committed sooner.

The School Kitchen Modernization Grant is funded through the federal Rural Health Transformation Program. The Nebraska Department of Education is issuing the application opportunity, with the Nebraska Department of Health and Human Services participating in the broader program.

The grants are intended to help eligible schools serve more scratch-cooked and semi-scratch meals, use more whole foods and locally produced protein, and reduce reliance on heat-and-serve items. The state says applications will be reviewed as they are submitted, so schools that wait until the deadline could face an earlier funding cutoff if the available money is committed.

Who can apply

The request for applications identifies rural schools, school districts and educational service units seeking equipment for schools in rural or frontier counties as eligible applicants. The program information also describes public and non-public schools participating in school meal programs as potential applicants in eligible areas.

Eligibility is not automatic. Nebraska will review whether an applicant is an eligible entity, whether the application meets the minimum requirements and whether the applicant can comply with federal grant rules. Applications will receive priority based on factors including service to rural or frontier counties, location in a food desert and poverty-related census data.

What the grants can buy

The RFA provides for awards of up to $100,000 per school district or school food authority. The state grant listing describes the maximum as up to $100,000 per school or school district per year. Total funding available statewide is $2,234,048.

Requested equipment must support the service of locally produced protein, more scratch or semi-scratch cooking and a reduction in heat-and-serve items. Examples listed by the state include:

Blast chillers
Salad bars
Refrigeration units
Scratch-cooking appliances
Storage equipment
Greenhouses

Each eligible equipment item must have a purchase value greater than $10,000. Equipment must be approved by the Nebraska Department of Education before grant funds can be used.

The grants do not cover construction or administrative expenses. They also are not unrestricted upfront payments. Under the RFA, the state will process payments for approved purchases after an awarded school buys the equipment and provides the required documentation for reimbursement.

What applicants must submit

Applicants must complete the state application, provide four weeks of menus from the 2025-26 school year and submit supporting documentation for equipment price quotes. A school district must provide menus for all meal types — breakfast, lunch or both — served by the kitchen facility that would use the equipment.

The application must explain how the proposed equipment will support new or expanded scratch and semi-scratch menu items. Applicants must identify which menu items would be eliminated or served less often and what foods would be prepared and served instead.

Applicants also must explain how new menu items will be selected and how school nutrition staff will be trained to prepare them. The application asks applicants to address tools or resources that will support the planned menu changes and may include how student feedback will be solicited and used.

For each requested equipment item, applicants must provide at least three comparable price quotes from different vendors or sources, with matching equipment specifications. An applicant that does not choose the lowest-priced option must explain why, including considerations such as quality, durability, warranty or features.

Rolling review makes timing important

The RFA says complete applications will be reviewed and awards made on a rolling basis. The application deadline is August 31, 2026, but the opportunity may close earlier if all available funds are committed.

The program materials set goals of reducing heat-and-serve menu items by 5% each month, increasing the frequency of minimally processed and locally produced protein items by 5% each month and increasing the frequency of scratch-cooked items by 5% each month. They also identify a goal of increasing student participation in school breakfast and lunch programs by 10%.

Those are program goals, not guarantees for every applicant or awarded school. Families may see menu changes only at schools that receive awards and successfully implement the approved equipment and meal plans.

What happens after an award

Awarded schools must document purchases and provide updated menus showing changes made with approved equipment. Grant funds must be fully spent by June 30, 2027. The RFA says required payment documentation must be submitted by July 1, 2027.

Rural and frontier schools considering an application should first confirm their county, school-food-program and applicant eligibility. They should then identify equipment costing more than $10,000, gather four weeks of 2025-26 menus, prepare an equipment and menu-change plan, and obtain three comparable quotes for each requested item.
