Palo Alto council to consider one-year detention facility pause
The City Council is scheduled to consider a proposed one-year moratorium on new or expanded detention and custodial facilities on Oct. 26. The proposal has not been adopted.

A Government Accountability Office report found camera blind spots, missing perimeter cameras and understaffing when ICE’s Camp East Montana facility opened in 2025. ICE terminated the contract in April 2026 and chose a new contractor.
