Carmel-by-the-Sea adopts housing-element amendment after state review
The Carmel City Council adopted Resolution 2026-054 on July 7, approving an amendment to the city’s certified 2023-2031 Housing Element after a state finding that the proposed changes substantially complied with housing law.
