D.C. draft RFK campus plan calls for 5,500 to 6,500 homes and parks

D.C. has released a draft RFK Campus Master Plan for the long-idle 180-acre site near the Anacostia River. It is still a draft, but it lays out a long-term framework for housing, parks, retail, civic space and a future stadium district.

What the draft includes

The plan calls for 5,500 to 6,500 homes, with at least 30% set aside as affordable housing. It also includes commercial space, a new roadway system, and better access to the Anacostia waterfront, Kingman Island and Heritage Island.

Officials say the plan is meant to organize the campus into connected districts rather than treat it as a single-use stadium site. That matters for nearby residents, commuters and businesses because the draft will shape future zoning, street design and open-space decisions.

What happens next

The Office of Planning says the public comment period runs through August 14, 2026. The agency will also host an in-person public hearing on August 1, and it plans to revise the draft after comments are collected.

WTOP reported the revised plan is expected to go to the D.C. Council this fall. For now, the main takeaway is simple: the city has opened a real planning process, not announced a final buildout.
