Norfolk utility bills start changing July 1: new water/sewer rates + stormwater ERU fee
Starting July 1, 2026, Norfolk’s FY2027 water/sewer collection rates and a monthly stormwater ERU fee show up on many HRUBS bills—here’s where to look.
Starting July 1, 2026, Norfolk residents should expect new line items and rate changes on their monthly public utility bills. Norfolk’s FY2027 water and wastewater collection rates apply first, and the city also assesses a monthly stormwater fee based on Equivalent Residential Units (ERUs).
The exact total change depends on your water usage (measured in CCF) and—where applicable—your property’s ERU/impervious-area assessment. But Norfolk’s own bill guides make it possible to spot what changed.
HRUBS combined bill vs. a separate stormwater bill
Norfolk bills many services through the Hampton Roads Utility Billing System (HRUBS). Norfolk’s HRUBS bill explanation lists services reflected on the combined monthly public-service bill, including water, wastewater collection, refuse disposal, tax, storm water, and wastewater treatment.
However, Norfolk also warns that not everyone receives stormwater on the same combined statement. On Norfolk’s stormwater fee page, the city explains that when stormwater fees are not included on the Combined Utility Bill, they are issued separately through a Storm Water Only account—so some customers can see two bills: one for utility services and another for stormwater.
Norfolk says single-family residential properties may be eligible to have utility and stormwater combined (if the account is in good standing). By contrast, Norfolk says multi-unit properties served by a single meter are not eligible for combined billing—meaning stormwater may show up separately.
Water & wastewater collection: charges based on CCF
Norfolk’s FY2027 water and wastewater collection rates are based on your water use, measured in hundred cubic feet (CCF) (Norfolk states 1 CCF = 748 gallons).
- Water fee (Norfolk): $6.74 per CCF
- Wastewater collection fee (Norfolk): $5.89 per CCF
Norfolk also notes that customers do not pay usage-based water and wastewater collection charges if they have no water use.
Wastewater treatment: charged by HRSD (also based on CCF)
Separate from Norfolk’s collection charges, the bill includes a wastewater treatment fee charged by the Hampton Roads Sanitation District (HRSD). Norfolk lists the HRSD treatment component as:
- $9.84 per CCF
- Minimum charge: $0.45 per day
Stormwater fees: monthly ERU charge (with a residential minimum example)
Norfolk calculates stormwater fees using ERUs, which reflect impervious area. For the effective rate beginning July 1, 2026, Norfolk lists:
- 1 ERU = $0.504/day (or $15.12/month for a 30-day month)
For residential developed properties, Norfolk states each residential property is charged 1 ERU—and Norfolk’s HRUBS example shows the stormwater line item as $15.12 for a typical residential bill.
For nonresidential developed properties, Norfolk says the number of ERUs is based on impervious surface (rounded to the nearest two thousand square feet).
How to estimate what will show up on your July 2026 bill
When you get your first post-July-1 bill, check for:
- Water and wastewater collection line items that reference CCF usage
- The wastewater treatment component (HRSD) tied to CCF, plus any applicable minimum
- A storm water / ERU charge—either on your HRUBS Combined Utility Bill or on a separate Storm Water Only bill
