Norfolk schools begin first phase of multiyear consolidation plan

The first phase of Norfolk Public Schools‘ multiyear consolidation plan is taking effect with the 2026-27 school year, bringing new school assignments, changed routines and transportation questions for some families before classes begin in August.

The Norfolk School Board voted in March 2026 to advance Phase I after approving the broader plan in fall 2025. The first phase affects three school buildings and some Mary Calcott Elementary students; later phases are scheduled for subsequent school years.

What changes for 2026-27

Willoughby Early Childhood Center and Norview Elementary School are closing. Oceanair Elementary School is also closing as an elementary school and is being repurposed as a pre-K center.

Some students from Mary Calcott Elementary School are moving to Ocean View Elementary School beginning with the 2026-27 school year. The change does not apply to every Mary Calcott student, so families should confirm each child’s assignment with the district.

These are the approved Phase I changes beginning now. They are not the entire consolidation plan. The city’s fiscal analysis lays out four planned phases running from 2026-27 through 2030-34, with nine school closures or other major building changes across the full schedule.

How to check a school assignment

New elementary attendance zones became effective July 1, 2026. Norfolk Public Schools directs parents and guardians to use its Phase I boundary locator by entering their home address and reviewing the elementary assignment for the 2026-27 school year.

Families should check the result before finalizing child-care arrangements, before- and after-school schedules, drop-off or pickup plans and commuting routines. If the assignment is unclear, NPS lists npsconsolidation@nps.k12.va.us for transition questions.

Transportation may require extra planning

NPS says it operates a fleet of 320 buses with 120 contract drivers and transports about 8,000 students to and from school. The district’s transportation page also warns that, because of continued staffing shortages, families can expect intermittent delays in student transportation.

That warning is a districtwide capacity concern, not confirmation that every route will be late or that every student affected by Phase I will experience a delay. Families should review the transportation information provided by NPS, including its bus-stop and route resources, and check directly with the district if a stop or route is not clear.

Students assigned to a different school may have a different bus stop or pickup time. Families should allow additional flexibility during the opening days of school while new routines and routes are established.

The financial plan extends beyond this school year

The city-school fiscal analysis estimates approximately $1.7 million in operating savings in fiscal 2027, rising to $8,050,923 annually by fiscal 2034 as the planned closures take effect. Those are projections, not realized savings.

The same analysis estimates $182,991,521 in consolidation-plan rebuild and renovation projects. It also projects average annual debt service of $11,987,826 over a 20-year repayment period for the planned rebuilds and renovation. The analysis lists a total debt service of $275.72 million over that period, including principal and interest.

The projections show why the plan has both an immediate family impact and a longer-term public-money question: operating savings are expected to grow as later phases occur, while the city would also carry substantial capital and debt obligations. None of those estimates changes the immediate task for families preparing for August 2026: confirm the assigned school, enrollment details and transportation information.

What families should do now

• Use the NPS Phase I boundary locator with the current home address.
• Confirm the assigned school for each elementary student.
• Review NPS transportation, bus-stop and route information.
• Plan for possible intermittent delays linked to the district’s staffing shortage.
• Contact NPS if the assignment, enrollment record or transportation information is unclear.

Phase I is the first implementation year of Norfolk’s multiyear consolidation plan. For the 2026-27 school year, the practical effects are concentrated in the schools closing or changing purpose and in the families whose attendance boundaries, daily travel and school routines are changing with them.
