Norfolk approves NSU polling precinct ahead of November election
Norfolk City Council voted 8-0 on July 14 to establish a new polling precinct at Norfolk State University, giving eligible on-campus student residents a closer place to vote beginning with the November 3, 2026, general election.
The new Norfolk State Precinct will be located at the NSU Student Center. City records show that the ordinance also revises the boundaries of Chesterfield Precinct, where eligible on-campus student voters were previously assigned.
Who may be affected
The change is intended for eligible student residents who live on campus and are assigned to the affected area. It does not automatically move every Norfolk State student to the new precinct.
Students who live off campus nearby are expected to remain assigned to Chesterfield Precinct unless their individual registration records place them elsewhere. Residency, registration status and the precinct listed for each voter will control where that person votes.
Norfolk City Council materials estimate that the new precinct could eventually serve as many as 3,000 student residents as voter registrations are updated. That figure is a potential capacity estimate, not the number of voters currently assigned to the location.
Why the location matters
Moving eligible on-campus voters to a polling place inside the university could reduce the distance students need to travel on Election Day. The change also creates a campus-based voting location for a large residential student population that had previously been connected to Chesterfield Precinct.
The city’s April 28 meeting minutes describe the earlier proposal, eligibility boundaries and registration context. The records also note that implementation had been delayed in connection with redistricting litigation before the council approved the new precinct in July.
What voters should do before Election Day
The Norfolk State Precinct is approved and expected to be ready for the November 3 general election, but voters should not assume that the new location applies to them automatically.
Norfolk residents should use the City of Norfolk’s official election information to confirm their registration, precinct and polling place before voting. Students should check their individual assignment after registration information is updated, particularly if they recently moved, registered for the first time or live off campus.
The practical takeaway is straightforward: eligible on-campus Norfolk State student residents may be assigned to the NSU Student Center for the November election, while nearby off-campus residents may remain in Chesterfield Precinct. The city’s voter records will determine each individual polling location.
