North Miami’s NE 3rd Court drainage project heads to July 31 bid opening

North Miami’s proposed stormwater and roadway improvement project for NE 3rd Court is scheduled to reach a key procurement milestone Friday, July 31, 2026. Bids are due at 3:30 p.m., with the city’s scheduled bid opening running from 3:30 to 4 p.m. in City Council Chambers.

The project covers NE 3rd Court between NE 131st Street and NE 135th Street. No contractor has been selected, no award has been announced and the bid opening will not mark the start of construction.

What the proposed project includes

According to the city’s solicitation documents, the work would combine stormwater, roadway, water-main and site-restoration improvements. The listed work includes drainage pipe, an exfiltration trench, 17 storm catch basins and nine storm manholes.

The project also calls for roadway reconstruction, swale restoration, water-main work and related restoration of affected areas. These items remain part of the work being solicited from contractors; they should not be treated as completed improvements.

A July 20 addendum updated the solicitation and requires bidders to use a revised final bid-price form. The addendum also revises technical line items that contractors must address in their submissions.

Why the corridor is being targeted

North Miami’s 2026 Stormwater Master Plan identifies NE 3rd Court as a historical flooding problem area. The plan separately identifies the intersection area at NE 135th Street and NE 3rd Court as a critical flood-prone location.

Those designations provide the infrastructure context for the proposed work, but they do not mean that every property along the corridor floods or that the project would eliminate flooding. The plan identifies locations for stormwater planning and investment; it does not guarantee a particular outcome from the proposed project.

The city’s stormwater information explains that municipal responsibilities include drainage maintenance, flood reporting and stormwater planning. The master plan is part of that broader effort to identify problem locations and prioritize improvements.

What happens after the bid opening

After bids are opened, city staff will review the submissions and the city may proceed with contractor selection and an award. If a contract is awarded, the next major steps would include issuing a notice to proceed and beginning construction under the approved contract.

The bid documents state a construction period of 180 calendar days, but that period would begin only after the city issues a notice to proceed. The documents do not establish a construction start date or a guaranteed completion date at this stage.

For residents and businesses near NE 3rd Court, the next meaningful update will be whether the city awards the project and identifies a contractor. Until then, July 31 is a bidding deadline and scheduled bid-opening date—not a construction start date.
